For the family of Mrs. Vu Thi Nu in Thanh Giang commune (Thanh Mien), the funeral of her relative not long ago had many special things. During the memorial service for her relative, her family was very surprised to receive a letter of condolence from the People's Committee of Thanh Giang commune. Along with that, representatives of local leaders also attended, read the letter of condolence, and sent their regards to the entire family.

Ms. Nu said she was very touched when receiving the letter, greetings and sharing from the Commune People's Committee. "I was very surprised and touched by the actions of the local government. Although it was a small act, it showed their sharing with the people, making us feel that the government and the people are very close," Ms. Nu said.

At the headquarters of the People's Committee of Le Thanh Nghi Ward ( Hai Duong City), from August until now, the ward leaders have organized the presentation of nearly 10 letters of congratulations to couples when registering for marriage. Mr. Nguyen Ngoc Quang, who completed the marriage registration procedure not long ago, recalled: "After registering for marriage, we were invited by the ward leaders to the reception room. Here, the ward leaders sent us congratulations on our happiness and organized a very solemn ceremony to present the marriage registration certificate and flowers. My wife and I were very touched and appreciated the attention and closeness of the local leaders to the citizens of the ward."

Gia Loc is the first locality in the province to develop and implement the Project "Building a friendly government in the district for the period 2021-2025" according to the Resolution of the 26th District Party Congress for the term 2020-2025. Up to now, 100% of communes and towns in the district have built the model of "Friendly government, serving the people" in many ways such as granting certificates, congratulatory letters for marriage registration, birth registration, condolences; meeting, contacting, and dialogue with the people; innovating working style and manners...

Mr. Pham Van Du, Chairman of Yet Kieu Commune People's Committee, said that since the implementation of the model, the commune has sent 500 letters of various types to citizens. These friendly and close actions are practical ways to eliminate the gap between the government and the people.

The “one-stop shop” of Chi Minh Ward (Chi Linh) is located in a convenient location with a clean and beautiful landscape. There is an electricity system, fans, air conditioners, tables and chairs for citizens to wait for, drinking water, surveillance cameras, legal bookshelves, newspapers and magazines, and free wifi. People who come to work and transact feel the friendly and close office environment.

In order to receive and listen to citizens' feedback and suggestions, from the beginning of 2024, the commune has also made public all phone numbers of officials and civil servants at the "one-stop" department to promptly advise and guide people on matters related to submitting and handling administrative procedures, and at the same time receive feedback and suggestions on the spirit and attitude of civil servants when interacting with people. "From this listening and receiving, we will promptly correct civil servants who are still lacking responsibility in handling work to serve the people better and better", said Mr. Truong Phuong Hong, Vice Chairman of the People's Committee of Chi Minh Ward.

Coming to do the certification procedure at Hong Du commune (Ninh Giang), Ms. Nguyen Thi Nhung was very impressed with the working spirit of the "one-stop" department. The office is spacious, with enough posted tables, air conditioning, multi-purpose phone chargers, and drinking water. Officials and civil servants wear name tags and warmly welcome them. While waiting, citizens can comfortably use free wifi to look up documents and scan QR codes to find necessary information. Mr. Nguyen Van Hien, an official at the Hong Du Commune People's Committee Office, said that the commune government takes people's satisfaction as its service goal. In handling administrative procedures, the commune always puts people at the center. In addition to investing in facilities, the commune also focuses on improving the capacity and qualifications of officials and civil servants, especially their spirit and service attitude.

The project "Building friendly, people-serving commune, ward and town governments in Hai Duong province for the period 2024 - 2030" was issued by the Hai Duong Provincial Party Committee at the end of June 2024.

Mr. Nguyen Duy Thang, Head of the Thanh Mien District Internal Affairs Department, said that the model of "Friendly Government, serving the people" is one of the solutions to promote administrative reform and improve the effectiveness of government mass mobilization work in the new situation. Thereby, it has positively changed the awareness, thinking, working style and manners of officials and civil servants towards friendliness and openness, shortening the gap between the people and the local government. The rate of handling administrative procedures correctly and before the deadline is high, over 99%. Since the beginning of the year, the commune-level government in the district has not received any feedback or recommendations from the people regarding the handling of administrative procedures.

According to the Provincial Party Committee's Mass Mobilization Commission, 2024 is the first year the province implements the Project "Building friendly, people-serving commune, ward and town governments in Hai Duong province for the period 2024 - 2030". Up to now, 100% of commune-level governments have implemented the project. The active implementation of the project by commune-level governments through specific models and methods has contributed to improving the management and operation capacity of grassroots governments. Thereby, creating positive changes in the awareness, responsibility and actions of cadres, party members, civil servants and public employees, especially those in charge of mass mobilization work. Well performing assigned duties and tasks, enhancing the responsibility to serve the people, promoting the people's mastery in all areas of social life, firmly consolidating people's trust in the Party and State.

Bring many practical effects
The model of "Friendly Government serving the people" is being implemented by many localities in Kim Thanh district and has initially brought about practical results, contributing to a transparent, effective, efficient administration serving the people, gradually shifting from administrative government to service government.

The model has been recognized, agreed and supported by the people and businesses. Through the implementation of the model, the image of the head of the government, the team of cadres and civil servants has been built as exemplary, friendly, close and responsible to the people. Up to now, 16/18 communes and towns in the district have organized the granting of marriage certificates and presented flowers to congratulate couples; granted birth certificates, sent letters of condolence to families with deceased relatives...

In order for the model to continue to be effective and create strong changes, in the coming time, the Kim Thanh District Party Committee's Mass Mobilization Committee will continue to direct and guide localities to develop plans and implement the model.

Make it easier for people to monitor government activities

Implementing the people-friendly government model 2 years earlier than the province, Gia Loc district has invested tens of billions of VND to build and renovate 100% of the offices of the "one-stop" department in communes and towns. Localities have actively invested in equipment and machinery to serve the reception and settlement of administrative procedures for people. Thanks to that, the administrative reform index of communes is high, no locality fails to complete its tasks.

To build a friendly government that serves the people, I think it is necessary to focus on dissemination and propaganda work to help cadres and civil servants improve their sense of responsibility and public ethics, contributing to creating cohesion and closeness with the people. The cadres and civil servants, especially the leaders, need to regularly stay close to the grassroots, perform well in receiving people, promptly grasp the thoughts and aspirations and resolve legitimate recommendations of the people. Along with that, it is necessary to expand and promote the people's mastery while maintaining legal discipline, creating favorable conditions for the people to participate in monitoring the activities of the government.
