It is known that sections 12.13 and 6.18 in the anonymous text message refer to Wisconsin state law governing absentee voting and the consequences of election fraud. However, the latter part of the message, "Do not vote," has raised concerns among voter protection groups. These groups argue that it is "a threat and will deter many young voters from voting out of fear." The recipients of these messages were mostly young people aged 18-25, including members of the Wisconsin Women Voters League and many voters within the University of Wisconsin system.

“Those messages were trying to convince students living in Wisconsin that they didn’t have the right to vote there,” Courtney Hostetler, director of Free Speech For People, told CNN. Free Speech For People and the Wisconsin Women Voters League subsequently urged U.S. law enforcement agencies to quickly investigate the source of the messages, publicly identify those responsible for their dissemination, and bring them to justice.
