Mr. Nguyen Quoc Hiep, Chairman of the Vietnam Construction Contractors Association, shared one of the proposals being gathered from members to finalize a petition on creating opportunities for Vietnamese construction contractors to participate in the North-South High-Speed Railway Project.

"The Vietnam Construction Contractors Association will conduct a ranking to create a competency ranking, which will serve as a basis for state management agencies to gain a detailed understanding of the health and current state of Vietnamese contractors," Mr. Hiep said.
This content, along with specific recommendations related to the bidding package allocation plan and contractor selection mechanism for the construction phase, will be finalized soon and submitted to the Government and relevant ministries and agencies.
During a meeting last weekend between construction contractors and the railway project management board ( Ministry of Construction ), the question of opportunities for domestic contractors to participate was raised, in the context of regulatory agencies designing mechanisms and policies for project implementation.
Although the project is expected to open up enormous market opportunities, Vietnamese contractors are concerned that the door is narrow, potentially limited by capacity requirements.
“Sitting here, some of you may never have traveled on a high-speed railway, so not every company can participate in such a large project. Selecting a capable contractor is essential, not only to build experience for the company but also to build a brand for Vietnamese businesses,” said Mr. Nguyen Tuan Anh, Deputy General Director of Truong Son Construction Corporation.
In his vision, contractors with experience from participating in large-scale construction projects, such as highways, airports, and tunnels, should be brought together. This group of contractors can invest in technology, manpower, machinery, and training, hire experts, etc., to prepare for participation in large-scale projects.

"If we put them on a scale right away, domestic contractors will not be able to compete with foreign contractors, for example, they will immediately lose out in terms of participation in similar projects... But with preparation, guidance, and support mechanisms from the State, we can do it," Mr. Tuan Anh suggested.
He even wanted to explore opportunities in the Lao Cai - Hanoi - Hai Phong Railway Project. "By successfully completing this project, the company will gain valuable lessons for participating in the North-South High-Speed Railway project."
"But to truly capitalize on this opportunity, policy mechanisms are urgently needed to enable Vietnamese contractors to participate and build their capacity and brand," Mr. Tuan Anh suggested.
In addition, contractors requested that standards and norms for the project be established soon to facilitate compliance, and that mechanisms for land clearance and the preparation of material sources be made more convenient for construction. These are some of the difficulties that contractors are currently facing in implementing projects.
Furthermore, representatives from the Hanoi Construction Corporation are also concerned that Vietnam's laboratory system lacks the capacity to test high-end and new materials, which would impact the company's costs if these tests had to be conducted abroad.
