The effectiveness of the "Skilled Mass Mobilization" model in preventing drug use among adolescents

In recent times, the situation of drug crimes in Quang Ninh has always been complicated and the users are increasingly young, especially teenagers. To improve the effectiveness of drug prevention and control propaganda in general, and drug prevention and control propaganda for teenagers in particular, the Youth Union of the Drug Crime Investigation Police Department has implemented the model of "Skillfully mobilizing and propagating drug prevention and control for teenagers in Quang Ninh province". Thereby, it has contributed to the work of preventing, stopping and repelling drug crimes and evils among teenagers.

With the desire to prevent and repel crime and drug abuse among young people in the province. In 2023, the Youth Union of the Drug Crime Investigation Police Department ( Quang Ninh Provincial Police) deployed the model "Skillful advocacy and propaganda on drug prevention and control for young people in Quang Ninh province". To promote widespread propaganda to the people in general and young people in particular, the Youth Union of the Drug Crime Investigation Police Department (Provincial Police) coordinated with central and local media units to develop reports on the results of the fight against drugs, posted on the Electronic Information Portal of Quang Ninh Provincial Police and mass media. At the same time, the Youth Union coordinated to promote training and education courses for young people.

For nearly 3 years, the Youth Union has coordinated to organize 60 sessions to propagate crime and drug prevention for nearly 30,000 people including students, youth union members, coal industry workers, and industrial park workers in the area. At the same time, the Youth Union has set up a Fanpage "Quang Ninh Drug Prevention", posting and sharing 210 news articles, propagating the law on crime prevention in general and drug prevention and control in particular; attracting 300,000 likes and comments on social networks.

To standardize drug prevention and control propaganda documents in Quang Ninh province, the Youth Union has coordinated with the Drug Crime Investigation Police Department ( Ministry of Public Security ) to compile and distribute 1,225 sets of documents summarizing regulations and instructions on drug prevention and control to the police of communes and wards in the province for research, propaganda, and dissemination to the masses, especially students at schools.

In particular, in order to create a widespread impact across the country, in addition to propagating drug prevention and control in Quang Ninh province, in 2024, the union members and youth of the branch organized 2 drug prevention and control propaganda sessions for more than 5,000 students at the National Defense and Security Education Center (Hue University) and Chu Van An Secondary School (Hanoi).

From the effectiveness of the model, the entire political system has been mobilized to participate in drug prevention and control work. After nearly 3 years of implementation, the model has contributed to reducing crime and drug abuse in general, and drug abuse and crime among youth in the province. In 2024, the whole province detected, arrested and prosecuted 557 cases, 1,066 drug-related criminals, an increase of 4.1% in the number of cases, an increase of 2.1% in the number of drug-related criminals compared to 2023. In particular, the number of drug-related criminals among teenagers has been reduced, specifically in 2024, 415 drug-related criminals under 30 years old were arrested and prosecuted, accounting for 38.9%, while in 2021, 605 drug-related criminals under 30 years old were arrested and prosecuted, accounting for 54.4%.

At the same time, thanks to that, the number of drug addicts and illegal drug users in Quang Ninh province will be reduced. In 2024, the whole province will have a total of 2,049 drug addicts with management records. Compared to 2023, the number of drug addicts will decrease by 0.6%; the number of illegal drug users will decrease by 3.2%.

From the effectiveness of the model "Skillful mobilization and propaganda of drug prevention and control for youth in Quang Ninh province", the Youth Union of the Drug Crime Investigation Police Department (Provincial Police) received a Certificate of Merit from the Minister of Public Security for its outstanding achievements in the emulation movement "Skillful mobilization of people" of the People's Public Security force, period 2021-2025; Certificate of Merit from the Chairman of the People's Committee of Quang Ninh province for its outstanding achievements in the emulation movement "Skillful mobilization of people" in the province in 2024.

Captain Nguyen Van Doan, Deputy Secretary of the Youth Union of the Drug Crime Investigation Police Department (Provincial Police) shared: In the coming time, the Youth Union will continue to promote propaganda to prevent, stop, and repel crimes and drug abuse among young people; reduce the number of young people illegally using drugs, being addicted to drugs, violating drug laws; contribute to building a generation of young people in Quang Ninh province to develop comprehensively, have revolutionary ideals, abide by the law, and enhance the role and responsibility of young people in the cause of building and defending the Fatherland.
