On the afternoon of November 17, a representative of Ninh Thuan Irrigation Works Exploitation Company Limited (Khanh Hoa province) said that heavy rain had caused the water level of many reservoirs in the southern part of Khanh Hoa province to continue to rise.
Of which, Song Cai Lake (Bac Ai Tay commune), with a design capacity of nearly 220 million m3 , is considered the largest reservoir in Khanh Hoa province, exceeding the design water level by about 28% compared to the designed flood discharge flow of the lake. Recorded at 11:00 a.m. the same day, Song Cai Lake reached an elevation of 194.53m, exceeding the design water level by 1.73m (the lake is designed at 192.80m). In this situation, the functional unit had to open 5 sluice gates, discharging through the spillway with a flow rate of 1,552m³/s.
In addition, Tra Co, Phuoc Trung, Ba Rau, Nuoc Ngot and Ong Kinh lakes (Khanh Hoa province) are also full of water, freely overflowing from 25-60cm, discharge flow from 20m3 /s to more than 100m3/s. Only Nuoc Ngot lake in Vinh Hai commune opened 3 gates, freely overflowing 12cm, over the spillway 69.3m3 /s.

According to records, from the night of November 16 to 17, heavy rain caused some low-lying areas and residential roads in the communes of Vinh Hai, Phuoc Ha, Thuan Bac (Khanh Hoa province) to be partially flooded, posing a potential risk to people and vehicles. Khanh Hoa Provincial People's Committee requested the People's Committees of communes, wards, and special zones to update and promptly inform people about the developments of floods and rains; organize guards in dangerous areas, and resolutely not allow people and vehicles to pass through deep flooded and landslide areas. At the same time, review and organize the evacuation of people in areas at risk of not ensuring safety.
