The Ministry of Industry and Trade has just sent a dispatch to relevant agencies to comment on the draft Decision on support policies for households installing self-produced and self-consumed rooftop solar power and electricity storage systems. It is expected to be applied until the end of 2030.
Previously, on October 23, the Ministry of Justice organized an appraisal of the draft Decision. Based on the appraisal opinions, the Ministry of Industry and Trade accepted, revised and completed the draft Decision.
Notably, in the latest draft, the Ministry of Industry and Trade proposed that households be supported with 500,000 VND to 1 million VND for installing rooftop solar power if they do not install batteries to store electricity.
Specifically, the installation fee support is 500,000 VND for systems with a total capacity of 1-3kWp; support is 1 million VND for systems with a total capacity greater than 3kWp.
In case of installing a battery for electricity storage, an additional 1 million VND will be supported, with the condition that the total capacity of the installed electricity storage system must be from 2kWh or more. Households receiving support must commit to using the system for at least 3 years.
Previously, in the third draft, the Ministry of Industry and Trade proposed that households would be supported with up to 1-1.5 million VND if they did not install a battery to store electricity; in case they installed a battery to store electricity, they would be supported with an additional 1-1.5 million VND (with minimum conditions on installation capacity).

With about 28 million households, to achieve the target of 50% of households (about 14 million households) installing rooftop solar power, the Ministry of Industry and Trade's direct support amount could be up to about 28,000 billion VND in the period 2026-2030. Thus, each year the total state budget will have to support about 5,600 billion VND (about 165 billion VND/province/year).
Regarding loans, the new draft maintains the proposal to lend through the Social Policy Bank, with an interest rate of 8.4%/year and overdue debt is calculated at 130% of the loan interest rate. The maximum loan term is 3 years. The maximum loan amount is 40 million VND.
Specifically, households installing rooftop solar power for self-use can borrow up to 20 million VND, equivalent to 4 million VND/kWp, applicable to systems up to 5kWp. If installing additional batteries to store electricity, the maximum loan is also 20 million VND, equivalent to 2 million VND/kWh, for a capacity of up to 10kWh.
Households installing rooftop solar panels are also expected to receive technical support upon request. Within 5 working days of receiving the request, the local electricity unit must provide instructions on installation and safe connection. The People's Committee at the commune level is responsible for providing guidance on design, construction safety and fire prevention and fighting suitable for the household's housing.
The application for support for rooftop solar power installation for households includes: Application for support (according to the form issued with the Decision), authorization letter in case there are multiple homeowners.
The application is submitted to the People's Committee of the commune where the household installs the system, in one of three ways: in person, by post or online on the public service portal. Each household submits one set of documents.
