After the prolonged heavy rains accompanied by flash floods, inundation, and local landslides in many areas, it caused severe damage to infrastructure, seriously affecting the lives and production of people in Tay Khanh Vinh commune. According to statistics, the whole commune had 433 households flooded, 3 houses completely collapsed; 285 hectares of crops were damaged, more than 4,000 livestock and poultry died; traffic infrastructure, domestic water systems... were severely damaged. Mr. Mac Van Hung - Head of A Xay village said: "Many families in the village used to own an effective garden - pond - barn economic model, but now they have almost lost everything after the flood. The whole village has more than 20 hectares of green-skinned grapefruit damaged; many livestock, poultry, and farmed fish were swept away by the flood. However, as soon as the flood receded, many households in the village began to clean up their gardens, looking for ways to restore the crop areas that could still be recovered".

Ms. Luc Thi Quyen - a villager shared: "The family has more than 2 hectares of green-skinned grapefruit, the floodwaters flooded the garden nearly 3 meters deep, many assets including agricultural machinery and nearly 10 tons of green-skinned grapefruits ready to be harvested were damaged; many grapefruit trees nearly 9 years old were soaked in water for too long, causing the leaves to wilt, at risk of being cut down. After the floodwaters passed, the family urgently cleaned up the damaged and rotten grapefruits. At the same time, the Village Farmers' Association and the Village Women's Association came to inspect to coordinate with professional agencies to provide technical support, making efforts to restore the remaining grapefruit trees".
In Bac Ai commune, the flood also damaged nearly 154 hectares of crops, many roads in Suoi Rua, Ma Oai, Suoi Ro villages... were eroded. After the water receded, the Commune People's Committee directed the Civil Defense Command, militia and self-defense forces, and local youth to urgently dredge sand and collect garbage on flooded roads to ensure traffic. At the same time, inter-village and intra-field roads and suspension bridges across the production area that were eroded were temporarily repaired with rocks and steel cages to allow people to travel and transport goods. The Commune also provided support to households and students affected by the flood and cleaned up classrooms to welcome students back to school.

Along with focusing on repairing infrastructure and stabilizing production, localities in ethnic minority and mountainous areas have made efforts to create livelihoods for people. Ms. Ca Tong Thi Men - Chairman of Tay Khanh Vinh Commune People's Committee said: "In recent days, the agencies, departments and branches of the commune have coordinated with the villages to grasp the lives, check the damage situation of the people and the infrastructure and environment. In addition to providing and supplying food, blankets, clothes... in a timely manner to serve the immediate needs, on the spot, not letting people go hungry or cold, the commune is mobilizing forces to support people in cleaning and reinforcing fruit gardens, restoring agricultural areas; coordinating with specialized agencies to guide the techniques of restoring short-term crops, fruit trees, livestock and poultry after floods. However, the recovery is facing many difficulties. The locality is in great need of support in terms of materials, seedlings, breeds, veterinary medicine; resources are needed to restore and repair irrigation canals, traffic... In the long term, there should be a policy to support funding for people to restore production, create sustainable livelihoods; at the same time, there should be a policy to support Tax relief for production and business households, loan support, debt relief and extension to help people quickly resume production, contribute to stabilizing life, and promote socio-economic development in ethnic minority and mountainous areas.
