(CPV) – According to Deputy Minister of Science and Technology Hoang Minh, Vietnam is currently focusing on perfecting mechanisms and policies to promote the development of the national innovation system, especially those related to technology development and controlled testing of new technologies, new products, and new business models.

On November 1st, in Hanoi, the Department of Technology Development and Innovation ( Ministry of Science and Technology ) collaborated with the University of Technology Sydney (UTS) to organize the workshop "Promoting Technology and Innovation Cooperation between Vietnam and Australia".
Speaking at the workshop, Deputy Minister of Science and Technology Hoang Minh stated that in Vietnam, the Party and Government have identified science , technology, and innovation (S&T) as playing a particularly important role and mission, serving as the main driving force for growth and a decisive factor in enhancing national competitiveness. The documents of the 13th National Congress of the Party identified the development of S&T and innovation and high-quality human resources as one of the strategic breakthroughs.
Vietnam has issued the Strategy for Science, Technology and Innovation Development until 2030, which affirms that the development of science, technology and innovation is a top national priority, playing a strategic breakthrough role in the new period; it is the main driving force to promote growth, create breakthroughs in productivity, quality and efficiency; and it is a decisive factor in enhancing the nation's competitiveness.
In recent years, Vietnam has focused on building and promulgating a legal system on science, technology, and innovation to improve the institutional environment, reform administrative procedures, and remove obstacles to create favorable conditions for organizations and individuals engaged in science, technology, and innovation activities. The potential of science and technology has improved in terms of the number of science and technology organizations, human resources, and investment in science and technology, with an increasing proportion of investment from the business sector; businesses are identified as the center of the national innovation system, and research institutes and universities are strong research entities.
The framework conditions for the development of a national innovation system have been established, including legal and infrastructure frameworks such as: policies on ensuring intellectual property rights, innovation in science, technology and innovation activities, development of funds to support and develop science, technology and innovation, strengthening the close connection between scientific research with production, business and training, and the formation of innovation centers at the national and local levels...
The innovative startup ecosystem is increasingly developing strongly and dynamically, creating a new generation of businesses that operate based on intellectual property and access global markets. The results of the government's leadership and management are affirmed through the Global Innovation Index 2024 Report, which shows Vietnam continuing to rise 2 places compared to 2023, ranking 44th out of 133 countries and economies. For 14 consecutive years, Vietnam has consistently achieved higher innovation results than its development level.
The Deputy Minister also stated that Vietnam is currently focusing on perfecting mechanisms and policies to promote the development of the national innovation system, especially those related to technology development and controlled testing of new technologies, new products, and new business models.
At the conference, delegates also noted that the Australian and Vietnamese governments have identified innovation as a new pillar in the comprehensive strategic partnership between the two countries, contributing to strengthening bilateral relations. The friendship and cooperation between Vietnam and Australia in general, and cooperation in science, technology, and innovation between Vietnam and Australia in particular, has been developing strongly in recent years.
Vietnam and Australia upgraded their relationship to a Comprehensive Strategic Partnership in early 2024, opening up many opportunities for cooperation between the two countries. Therefore, today's event is significant in concretizing the cooperation directions between the two countries, promoting connections between agencies, businesses, universities, research institutes, and experts to exchange and share experiences in addressing many current global challenges such as: responding to climate change, water security, and green development based on science, technology, and innovation.
The workshop brought together experts and scientists from both countries to discuss important topics in science, technology, and innovation cooperation, such as: technological infrastructure in smart cities, circular economy and green technology, as well as challenges related to water resource management and sustainable development. These topics are not only valuable for Vietnam's development but also promote the implementation of international commitments on net emission reduction and inclusive development in both countries.
Over the two days (November 1-2), the event will feature discussions and meetings aimed at inspiring and generating new ideas and innovative solutions on topics related to science, technology, and innovation, and especially at fostering long-term, effective partnerships among participating agencies, organizations, and individuals.
The Vietnamese Ministry of Science and Technology will strive to create favorable conditions and encourage the participation of the scientific community, businesses, universities, research institutes, and international partners in science, technology, and innovation activities.
At the same time, the Ministry also welcomes the participation, support, and cooperation of international partners, including the important role of prestigious universities worldwide, in improving the quality of human resources, cooperating in research, technology transfer, and innovation to promote the development of the national innovation system in Vietnam.
