Improving the scientific and practical foundation for the development of digital government in Vietnam.

A research team from the Ho Chi Minh National Academy of Politics has just completed a study on the scientific and practical basis for building institutions, policies, organizational models, and developing human resources for the process of forming a digital government in Vietnam, creating an important scientific and practical foundation for the goal by 2030.

The task "Research on the scientific and practical basis for improving institutions, policies, organizational structures, and administrative procedures in accordance with the Digital Government Development Strategy to 2030" is part of the Program: "Research, development and application of information technology to serve the development of digital government and smart cities" (KC. 01/21-30).

The research project, led by Assoc. Prof. Dr. Nguyen Van Hau and implemented from June 2023 to November 2024, aimed to build a scientific and practical foundation for improving institutions, policies, organizational structures, and human resources to serve the development of digital government in Vietnam by 2030.

The project provided theoretical insights into institutional frameworks, policies, organizational structures, human resources, and administrative processes serving the development of digital government in Vietnam. The reporting system included summaries on modern state governance, the impact of digital technology on the administrative apparatus, and reports on the current state of institutions, policies, organizational structures, human resources, and administrative processes in the context of building and developing a digital government.

Based on these analyses, the research team proposes specific requirements, solutions, and guidelines for building appropriate institutions and organizational models, standardizing and restructuring business processes, and suggesting measures to enhance the capacity, skills, work style, and public service culture of officials and civil servants in the digital environment.

The task also completed reports proposing requirements and solutions for institutional and organizational development; reports on standardization and restructuring of business processes; and reports proposing solutions for developing capacity and public service culture.

In practice, this research contributes to clarifying the current state of e-government development in relation to and within the development roadmap of digital government in terms of institutions, policies, organizational structure, human resources, and administrative procedures. It points out the main achievements and results obtained, especially identifying areas that have adapted to the requirements of digital government development, and areas that need improvement. Particularly in the context of mergers in accordance with Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam, this research becomes even more urgent, aiming to build a streamlined, effective, and efficient state apparatus.

Furthermore, the project also studies lessons learned for Vietnam in building and developing digital governments in countries around the world. Based on the principles, requirements, and analytical framework of institutions, policies, organizational structures, human resources, and administrative processes of digital governments, it proposes perspectives and administrative processes for digital governments, as well as specific viewpoints, roadmaps, solutions, conditions, and guidelines for improving institutions, policies, organizational structures, human resources, and administrative processes in accordance with the Strategy for the Development of Digital Government in Vietnam until 2030, in line with the trends of the times and international integration.

The project also participates in the training and development of human resources at the Academy through master's degree training, support for doctoral training, and the development of course syllabi on Digital Government and Modern Offices for the period 2023–2025. These products contribute to supplementing teaching materials and serving the training of officials and civil servants in the national digital transformation process.

The research findings of this project also contribute to transforming and raising awareness among officials, civil servants, and the public about the theory and practice of the role of digital government, and the role and solutions for attracting and enhancing citizen participation in the process of formulating policies and laws and providing online public services.
