According to the report, 16 out of 18 districts, towns, and cities in Quang Nam province have issued decisions establishing and specifying the functions, tasks, and organizational structure of the District-level Political Center.
The total number of officials and staff in the 16 district-level Political Training Centers in the province is 33. In most localities, the Head of the District Party Committee's Propaganda Department also serves as the Director of the district-level Political Training Center; 12 out of 16 Centers have a Deputy Director; 11 out of 16 Centers have 1-2 full-time lecturers; and 8 out of 16 Centers have a full-time accountant.
Labor shortage, difficulties with policies and regulations.
Besides the achievements, the report of the Provincial Party Committee's Propaganda Department and the discussions at the conference highlighted limitations and difficulties in the operation of district-level political information centers related to organization, structure, staffing, facilities, policies, etc.
According to the report of the Provincial Party Committee's Propaganda Department, Announcement of Conclusion No. 528 dated April 21, 2023 and Project No. 15 dated April 25, 2023 of the Provincial Party Standing Committee on the establishment of district-level Political Training Centers, it is stipulated that: "District-level Political Training Centers shall have no more than 4 staff members, including a Director who is concurrently held by the Head of the Propaganda Department of the District/City Party Committee; 1 Deputy Director; a full-time lecturer and an accountant."
However, to date, many training centers have not met staffing requirements; 4 training centers lack deputy directors; 5 training centers lack full-time lecturers; and 8 training centers have accountants from the District Party Committee Office performing accounting duties concurrently.
Meanwhile, according to Official Letter No. 2469 dated July 25, 2023, from the Provincial Party Committee's Organization Department, which provides input on the allocation and roadmap for downsizing the workforce, by 2026, the District-level Political and Ideological Centers will have only 2 staff members. This does not comply with Regulation 208 dated November 8, 2019, of the Party Central Committee and the conclusions and proposals of the Provincial Party Standing Committee on the establishment of District-level Political and Ideological Centers.
According to the Provincial Party Committee's Propaganda Department, regarding infrastructure, many district-level political training centers do not have their own offices; some political training centers, although having their own grounds and independent offices, are dilapidated and need investment for upgrading and repair; and some facilities such as libraries and student dormitories are lacking, such as the political training centers in Tay Giang and Bac Tra My districts…
Promptly propose solutions to resolve the issue.
The District-level Party Committee Office is a public service unit directly under the district-level Party Committee, but it has no other source of revenue besides the state budget. Therefore, the officials and employees of the District-level Party Committee Office do not receive the 25% civil service allowance and the 30% Party work allowance, resulting in low income.
Regarding the support for trainees, district-level Party Committees face difficulties in implementing policies and regulations for trainees; some places do not provide support; some Party Committees provide support but at varying amounts (from 40,000 VND to 100,000 VND per person) for trainees who are part-time officials participating in training.
Regarding the regulations for part-time accountants, currently 8 out of 16 district Party Committee Office accountants hold dual roles. However, current regulations do not specify a regime for part-time accountants.
The Provincial Party Committee's Propaganda Department requests the Standing Committee of the Provincial Party Committee to direct the district, town, and city Party Committees to strictly implement Notice of Conclusion No. 528 dated April 21, 2023, and Project No. 15 dated April 25, 2023, of the Provincial Party Committee's Standing Committee on the establishment of district-level political and ideological centers.
It is proposed that the Provincial Department of Finance issue a directive and guidance on financial matters for district-level political training centers in the province, and at the same time advise the Provincial People's Committee to submit to the Provincial People's Council for adjustment and supplementation of regulations related to the level of financial support for political theory training and education...
Speaking at the conference, Head of the Provincial Party Committee's Propaganda Department Vo Xuan Ca said that after the re-establishment of the Party's Political Centers at the district level, they have made a significant contribution to Party building work; however, there are still many obstacles hindering the implementation of their tasks.
"Today's conference is an opportunity to listen and resolve difficulties together. Accordingly, regarding matters within the province's authority, the Provincial Party Committee's Propaganda Department will be responsible for coordinating and advising the Provincial People's Council on adjustments and additions; regarding obstacles related to policies and mechanisms stipulated by the central government, we will continue to propose solutions. The goal is to find ways to best promote the political functions and tasks of the district-level political information centers in the coming period," Mr. Vo Xuan Ca emphasized.
