
Accordingly, the political center of the commune, ward, or special zone (hereinafter referred to as the commune-level political center) is a public service unit directly under the commune Party committee, placed under the leadership and direction of the commune-level Party committee where the political center is located, and directly and regularly under the standing committee of the Party committee.
The commune-level political center is responsible for organizing political theory training for Party members, Youth Union members, and association members; updating knowledge, skills, and professional expertise for officials, civil servants, and employees of agencies, units, and organizations within the political system in the assigned communes, wards, and special zones.
The regulations state that the commune-level political center has the following tasks: Organizing training on Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints, policies, and guidelines, and the State's laws and regulations for Party members, Youth Union members, association members, and non-professional workers in villages and residential areas; providing political theory training for new Party members, raising awareness about the Party for those sympathetic to the Party; and providing Party work skills training for grassroots Party committee members and branch secretaries in communes, wards, and special zones.
Organize training courses on leadership, management, and administration skills; update professional knowledge and expertise on Party building, state management, the Vietnam Fatherland Front, political and social organizations, and other fields for officials, civil servants, and employees of agencies, units, and organizations within the political system at the commune, ward, and special zone levels.
To disseminate and educate on the history of the Party and the history of local Party committees to cadres, civil servants, public employees, Party members, Youth Union members, and association members in communes, wards, and special zones.
Organize the dissemination of information on current events and policies of the Central Government, provinces, cities, and communes, and provide professional training for reporters and propagandists in communes, wards, and special zones.
Participate in theoretical research, summarize practical experiences at the grassroots level, conduct scientific research as required by the commune-level Party committee, and serve teaching and learning purposes.
In addition, the commune-level political center performs a number of other tasks as directed and assigned by the provincial-level Party Committee and the commune-level Party Committee where the political center is located.
According to regulations, the commune-level political center has its own office, facilities, seal, and bank account, and receives operating funds as prescribed. The commune-level political center uses the certificate form as guided by the Central Government. The director of the commune-level political center is responsible for (or authorizes) signing and issuing certificates for training programs within its assigned functions and duties.
Regarding working relationships, the commune-level political center is under the leadership and direction of the commune-level Party Committee, and directly and regularly under the Standing Committee of the commune where the political center is located, concerning the implementation of its functions and tasks, organizational structure, regulations and policies for cadres, officials, lecturers, and trainees; the center's training management regulations; and the reporting, consultation, and proposal of issues within its assigned responsibilities and work program to the Standing Committee and the Executive Committee of the commune-level Party Committee.
The commune-level political center coordinates with the advisory and support agencies of the commune-level Party Committee, specialized agencies under the commune-level People's Committee, the Vietnam Fatherland Front Committee at the commune level, and the Party Committees and Party branches directly under the commune-level Party Committee where the political center is located, in performing its functions and tasks as prescribed.
The commune-level political center, in coordination with the advisory and support agencies of the commune-level Party Committee, specialized agencies under the commune-level People's Committee, and the commune-level Vietnam Fatherland Front Committee, advises the Standing Committee of the commune-level Party Committee on leading, directing, and organizing the implementation of the political center's tasks with target groups in the communes, wards, and special zones within the assigned area.
Commune-level political centers periodically report their work to the provincial/city political school on an annual basis; and are subject to guidance and professional and technical supervision from the provincial/city political school as prescribed.
This regulation takes effect from the date of signing (August 29, 2025).
