Numerous violations

At the end of November 2025, the leaders of Hong An ward held a direct dialogue with residents. During the dialogue, many residents raised concerns about the lack of order on sidewalks and roads in certain areas. Residents pointed out the area near the Nomura industrial park's side gate, where illegal street vendors and makeshift markets were operating, compromising traffic safety and public order. They also mentioned that along National Highway 5, the section from Hong An ward to Quan Toan intersection was causing environmental pollution due to the stockpiling and transportation of materials by businesses, affecting the lives of local residents.

Not only in Hong An ward, but also throughout the city, there have been instances of sidewalk encroachment for business and trading, posing potential traffic safety risks and detracting from urban aesthetics. Recently, in the Mang Market area of ​​Chi Minh commune, some households displayed goods for sale, encroaching on sidewalks and placing stalls and vehicles on the road.

Urban management and sidewalk order are issues of great concern to the public. Especially at the end of the year, when business and trade demand increases and traffic volume rises sharply, effective management measures are crucial. Without effective management, there is a high risk of increased encroachment on sidewalks for business purposes, leading to a loss of urban aesthetics and disrupting traffic safety.

Enhancing the role of grassroots forces

According to Doan Van Huu, Vice Chairman of the Hong An Ward People's Committee, the Ward People's Committee has taken into account the feedback from the people to ensure urban order, environmental sanitation, and traffic safety on National Highway 5 section passing through the ward. The Ward People's Committee has assigned the Department of Economy , Infrastructure and Urban Planning to take the lead, in coordination with the Ward Police, the Urban Order Team, and relevant residential groups, to maintain inspections, reviews, and handle businesses and individuals that stockpile and transport materials causing dust, environmental pollution, and detracting from urban aesthetics.

For the area surrounding the Japan- Hai Phong Industrial Park, the People's Committee of the ward directed the Ward Police to take the lead and coordinate with the Ward Urban Planning Team to strengthen propaganda and inspection of sidewalk order, environmental hygiene, and traffic safety, on a regular basis three times a day. As a result, the Ward Police handled 28 cases of violations and confiscated umbrellas, tents, tarpaulins, tables, and chairs.

Leveraging the role of existing local grassroots forces in conjunction with the ward police to organize regular patrols and inspections is a solution implemented by many localities. In order to build a civilized and modern urban landscape, aiming for sustainable development, Kien An ward focuses on urban management and ensuring order in construction and sidewalks.

Kien An Ward has established specialized inspection teams and organized intensive campaigns to commemorate major city and national holidays. Authorities have intensified inspections and enforcement against violations such as: encroaching on sidewalks for business purposes, illegally displaying goods, and repairing motorcycles and electric bicycles on key routes including Tran Thanh Ngo, Truong Chinh, Le Duan, and Tran Nhan Tong.

Efforts to raise awareness and encourage businesses and residents to avoid violating regulations on sidewalk usage, maintain environmental hygiene, and strictly comply with regulations on construction order, land use, and fire prevention and control have also been intensified. Many businesses have voluntarily dismantled encroaching awnings and signs, contributing to the increasingly clean and beautiful streetscape.

In the context of rapid urbanization, the proactive mobilization of local resources, especially forces at the neighborhood level in coordination with ward units and ward police, contributes to maintaining effective order on sidewalks, traffic safety, and environmental sanitation.
