Hanoi is determined to restore urban order.

Starting today, December 13th, wards and communes in Hanoi will simultaneously launch campaigns to encourage residents to dismantle structures encroaching on sidewalks and roads. After the campaign, if violators do not comply, the authorities will enforce the removal.

Previously, on December 10th, the People's Committee of Ho Chi Minh City issued Plan 332/KH-UBND on resolving "bottlenecks" in urban order and building communes and wards that ensure urban order, discipline, and civilization in the area.

The plan clearly states that resources and manpower will be concentrated, mobilizing the combined strength of the entire political system to thoroughly address the "bottleneck" in urban order, with the goal of ensuring 100% of communes and wards maintain urban order, discipline, and civility. This aims to create a clear transformation in the urban landscape, change old perceptions and habits, and improve the quality of life for people in the city; contributing to building a capital city that ensures urban order, is bright, green, clean, beautiful, civilized, and safe.

The plan adheres to the guiding principle of the City Party Secretary: "Don't highlight difficulties - only discuss solutions"; clearly define the roles and responsibilities of each unit and force in each specific content, task, and area; thereby, assigning "clear people, clear tasks, and clear areas," ensuring the continuous implementation of the plan without any "stopping points" or "bottlenecks."

The implementation process must comply with legal regulations. The implementation contents, measures, and solutions must be comprehensive, synchronized, decisive, creative, and effectively utilize digital technology , ensuring that each step is completed thoroughly.

The People's Committee of Ho Chi Minh City has issued a set of criteria for ensuring urban order, discipline, and civility, comprising four groups: urban infrastructure, urban order, urban aesthetics, and environmental sanitation.

In particular, sidewalks are paved smoothly, clean, and beautiful; the road signage system is complete. There are no makeshift markets or temporary stalls; vehicles on sidewalks are neatly arranged according to regulations (bicycles and motorbikes are arranged in rows, uniformly on each street; ensuring that sidewalk space is reserved for pedestrians...).

Parking areas for vehicles (cars, motorbikes, bicycles) must be licensed, have marked lines, display prices, and operate within the permitted area.

Vehicles stopping, parking, picking up, and dropping off passengers must be arranged, positioned, and parked in appropriate areas and locations in accordance with regulations.

Signs, billboards, and directional signs are installed in the correct size and location, meeting urban aesthetic standards.

Undergrounding all power lines and telecommunication cables; lowering power poles on electrical substations throughout the city.

The system of trees, flowerbeds, and lawns is well-maintained and neatly trimmed, with no branches or leaves obstructing visibility or obscuring traffic signs and signals.

Drainage systems and manholes must be clear, free of debris, and free from localized flooding after rain.

Streets and sidewalks must be clean and free of accumulated waste; waste must be collected on time and in designated locations. Trash cans and public toilets must be neatly arranged and clean; vehicles transporting waste, construction materials (such as sand, stone, gravel, cement), construction waste, mud, soil, and household waste must be bagged or have measures to ensure they are tightly sealed...
