At the meeting, delegates highly appreciated the proactiveness, determination, daring to think and act, and pioneering spirit of Da Nang city leaders in many fields.
Many opinions say that it is necessary to have a coordination mechanism, linking with the Ho Chi Minh City International Financial Center; closely cooperating with banks; building a mechanism to monitor macro-safety and control risks of the financial system.
In addition, delegates also proposed coordinating with economic zone management agencies, building a suitable organizational model, focusing on human resources and monitoring mechanisms to ensure feasibility and effectiveness when implementing the International Financial Center model in Da Nang.
Concluding the meeting, Secretary of the City Party Committee Nguyen Van Quang respectfully thanked and acknowledged the practical and dedicated contributions of the council members, demonstrating their concern and support for the city.
At the same time, the city hopes that the council members, with their prestige and experience, will continue to support Da Nang in connecting with investors and introducing high-quality personnel to participate in the activities of the International Financial Center - a decisive factor for the success of this model.
The City Party Secretary requested the Working Group to synthesize and fully absorb the opinions, edit them into a document to report to the Steering Committee of the City International Financial Center, from which it will serve as a basis for consideration, decision and implementation according to each specific content. In particular, it is necessary to develop a detailed roadmap from now until December 31, 2025, clearly identifying the tasks that need to be completed in each stage.
Regarding some key tasks in the coming time, according to the Secretary of the City Party Committee, it is necessary to coordinate with relevant agencies to complete legal procedures for the establishment of the International Financial Center; build a suitable organizational model and operating apparatus; attract strategic investors, especially in the field of infrastructure development and management and operation of the center.

The Advisory Council for the construction of the Vietnam International Financial Center in Da Nang City was established under Decision No. 1133/QD-UBND dated August 22, 2025 of the City People's Committee, consisting of 18 members.
Mr. Tran Dinh Thien, member of the Prime Minister's Policy Advisory Council, member of the National Financial and Monetary Policy Advisory Council, former Director of the Vietnam Economic Institute, is the Chairman of the Advisory Council. Mr. Richard Dean McClellan, former Country Director of the Tony Blair Institute in Vietnam, is the Vice Chairman of the Advisory Council.
The tasks and powers of the Advisory Council are to research, advise and recommend to the Chairman of the People's Committee of Da Nang City and the Preparatory Board of the management and operation agency of the Vietnam International Financial Center in Da Nang City the following contents: Strategy, plan for construction and development of the center; governance model, organizational structure, and operating mechanism of the center.
Consulting on promotion programs, attracting strategic investors, financial institutions, investment funds, support services, legal services and international and domestic consulting organizations to invest and operate in the center; investment programs for training and developing high-quality financial human resources; mechanisms to attract and use international experts and Vietnamese intellectuals working and studying abroad to work at the center.
The Council participates in giving opinions on legal documents to create a basis for the construction and operation of the center; consults and gives opinions on planning and adjusting city planning associated with the development of the center.
At the same time, be invited to attend important meetings of the city related to the implementation of the center; be proactive in working with relevant departments and branches; be requested to provide documents, materials, and relevant data to perform the tasks of the Advisory Council; perform other tasks assigned by the Chairman of the People's Committee of Da Nang City.
