Provincial People's Committee Conference in July: Approving some important contents

Attending the conference were comrades: Lam Thi Huong Thanh, Vice Chairwoman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; representatives of the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee; Provincial Party Committee; Members of the Provincial People's Committee; representatives of the leaders of the agencies: Provincial Party Committee Office; Office of the National Assembly Delegation and the Provincial People's Council; leaders of agencies and units under the Provincial People's Committee. The conference was connected online to 99 connecting points of communes and wards in the province.

At the conference, representatives of the Department of Home Affairs presented a draft Decision to promulgate the Working Regulations of the Bac Ninh Provincial People's Committee for the 2021-2026 term; a proposal to approve the Project to establish specialized agencies under the Bac Ninh Provincial People's Committee and decide on the organizational structure of the agencies after the merger.

Based on the new regulations on the implementation of two-level local government and current legal regulations, after reviewing the working regulations of Bac Giang and Bac Ninh provinces (old), it can be seen that the working regulations of the two provinces basically have common points. However, the two regulations of the two provinces (old) have not been unified.

Therefore, to effectively implement the 2-level local government, the Department of Home Affairs proposed to add some articles to suit the practical situation and posted them on the Electronic Information Portal of the 2 provinces. The Department of Home Affairs has received comments from departments and agencies to complete it. At the same time, it has sent it to the Department of Justice for appraisal and has received a written response.

Accordingly, the draft Working Regulations of the People's Committee of Bac Ninh province for the 2021-2026 term include 10 chapters and 38 articles, ensuring compliance with the model regulations issued by the Ministry of Home Affairs.

The main contents such as: Working principles of the People's Committee; responsibilities, methods of handling work, coordination of work, work programs, meetings of the People's Committee; procedures, order of submission, issuance of documents, information work, reporting, etc. are all inherited from the two working regulations of the People's Committees of Bac Ninh (old) and Bac Giang provinces.

The conference listened to the leader of the Department of Finance present a report on determining the 2025 state budget revenue and expenditure estimates of Bac Ninh province after the arrangement.

Regarding the project to establish specialized agencies under the People's Committee of Bac Ninh province and decide on the organizational structure of the agencies after the merger, the Department of Home Affairs has asked for opinions from agencies and units and made revisions. After the merger, the departments and branches have 13 agencies and 102 departments, a decrease of 117 departments compared to before. The agencies and units established under the project all ensure the criteria and conditions according to regulations.

At the conference, delegates listened to the leaders of the Department of Finance present a report on determining the estimated revenue and expenditure of the state budget in 2025 of Bac Ninh province after the reorganization. Accordingly, in 2025, Bac Ninh province (new) will have to collect more than 56.83 trillion VND in budget.

The conference received a number of comments clarifying the content of the draft working regulations of the People's Committee of Bac Ninh province for the 2021-2026 term.

Concluding the conference, comrade Vuong Quoc Tuan said that due to the reorganization of provincial and communal administrative units, from now until the end of the year, Bac Ninh province must collect 60 trillion VND to ensure the budget revenue target for the entire Party Congress term, not just more than 56.83 trillion VND. Because the implementation period of the Party Congress Resolution extends to 2026.

Therefore, comrade Vuong Quoc Tuan suggested that from now until the end of the year, the whole province must make great efforts, focus highly, and come up with solutions to support economic sectors in developing production, business and services.

Relevant agencies closely coordinate with tax authorities to come up with solutions to collect correctly and fully, ensuring the completion of the proposed state budget revenue and expenditure estimates for 2025.

With a high spirit of concentration and methodical and precise implementation steps, the 3 reports of the Department of Home Affairs and the Department of Finance were unanimously approved and implemented by the conference.
