Conference to contribute comments to documents summarizing 15 years of implementing Regulation No. 171 of the Central Party Secretariat

On the morning of October 11, the Party Committee of the Central Agencies Bloc held an online conference in the Northern region to contribute opinions to documents summarizing 15 years of implementing Regulation No. 171-QD/TW, dated June 27, 2008 of the Central Party Secretariat on the functions and tasks of Party committees, grassroots Party cells of mass organizations.

Comrade Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of Central Agencies Bloc chaired the conference.

Attending the conference at Ninh Binh bridge point were comrade To Van Tu, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee; leaders of a number of specialized agencies assisting the Provincial Party Committee, the Department of Home Affairs, the Party Committee of the Provincial Agencies and Enterprises Bloc, secretaries of the Party Committees, grassroots Party cells of the provincial mass organizations.

Speaking at the conference, delegates highly agreed with the comments and assessments on the situation, implementation results, some shortcomings, limitations as well as causes and lessons learned mentioned in the draft Summary Report on 15 years of implementing Regulation No. 171 of the Central Party Secretariat, which was chaired by the Standing Committee of the Party Committee of the Central Agencies.

In general, the Party Committees and Party Cells of the grassroots mass organizations have fully grasped the leadership of the Politburo , the Secretariat and Party Committees at all levels, clearly understood and strictly implemented the functions and tasks as prescribed. Through 15 years of implementation, many contents of the Regulations are still suitable, have consistent direction, contributing to consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations and mass organizations. However, there are also contents that are not consistent, lack unity, and are no longer consistent with the Party's policies, resolutions and regulations. Therefore, amending and supplementing the Regulations is a necessary issue.

Conference to contribute comments to documents summarizing 15 years of implementing Regulation No. 171 of the Central Party Secretariat — Comrade To Van Tu, Head of the Organizing Committee of Ninh Binh Provincial Party Committee, spoke at the online conference.

Speaking at the Ninh Binh bridge, Comrade To Van Tu, Head of the Provincial Party Committee's Organization Committee, agreed with the content of the amendment and supplement to Regulation No. 171 of the Secretariat proposed by the Party Committee of the Central Agencies. At the same time, he contributed some additional comments to ensure consistency, completeness, clarity, and specificity as well as compliance with the Party Charter, documents of the 13th National Party Congress, and regulations and conclusions issued by the Central Committee.

Specifically: consider adding some words and phrases to make them more specific and clear about the functions of Party committees, grassroots Party cells, and mass organizations as prescribed in Article 2, page 2; on leadership of political and ideological work in Article 4, page 5; leadership of organizational and personnel work in Article 5, page 5; on building Party organizations in Article 6, page 6; leadership of inspection, supervision, and Party discipline enforcement in Article 7, page 7.

Concluding the conference, comrade Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies Bloc, highly appreciated the enthusiastic and responsible opinions of the delegates, and affirmed that the comments will be received, synthesized, researched, supplemented, edited, and completed in the draft Summary Report on 15 years of implementing Regulation No. 171 to be submitted to the Party Central Committee Secretariat according to plan.

Also on that basis, the Party Committee of the Central Agencies Bloc will advise on the issuance of a new, suitable Regulation to replace Regulation No. 171 to promote the role, functions, tasks and operational efficiency of Party committees, grassroots Party cells and mass organizations, meeting the requirements of tasks in the current period.
