Human rights training conference in 2023 in Dak Nong province

On July 18, in Dak Nong province, the Standing Office of the Steering Committee on Human Rights coordinated with the Dak Nong Provincial Human Rights Steering Committee to organize a training conference on human rights work in 2023.

Attending the Conference were Lieutenant General Le Quoc Hung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Minister of Public Security, and Deputy Head of the Standing Committee of the Steering Committee on Human Rights; Major General Nguyen Van Ky, Deputy Chief of the Standing Office on Human Rights; Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Dak Nong Provincial Steering Committee on Human Rights; Colonel Bui Quang Thanh, Member of the Standing Committee of the Provincial Party Committee and Director of the Dak Nong Provincial Police; Ms. Trinh Thi Thuy Hang, Deputy Director of the Internal Affairs Department, Government Office ; Mr. Le Hai Binh, Alternate Member of the Central Committee of the Communist Party of Vietnam and Deputy Head of the Central Propaganda Department; speakers from various ministries and agencies; members of the Steering Committee on Human Rights; and 300 delegates, including leaders and officials directly involved in human rights work from 22 localities.

2023 marked Vietnam's role and position within the United Nations Human Rights Council for the 2023-2025 term, presenting both significant opportunities and challenges for human rights work. The 2023 National Human Rights Training Conference was organized to provide and update the latest information on the democracy and human rights situation; to unify understanding, ideology, and action from the Central Steering Committee to local levels, especially among officials directly involved in human rights work.

The conference also serves as a forum for sharing and exchanging practical experiences, addressing remaining difficulties and obstacles, contributing to the promotion of human rights work at the grassroots level, making this work increasingly effective and substantive in each locality, contributing to the overall achievements in promoting, ensuring, and protecting human rights of the nation; and combating hostile forces that exploit the issue of democracy and human rights to undermine us.

Speaking at the conference, Lieutenant General Le Quoc Hung, Member of the Central Committee of the Party, Deputy Minister of Public Security, and Deputy Head of the Standing Committee of the Steering Committee on Human Rights, affirmed: "Human rights are increasingly becoming an important issue in world political life, and are one of the three pillars of the United Nations' activities, along with peace, security, and development."

Against the backdrop of increasingly complex developments in the world and the region, which strongly impact the domestic situation, interference and subversive activities against Vietnam regarding democracy and human rights continue to occur with high intensity, especially concerning ethnic and religious issues, freedom of speech, freedom of the press, and the establishment of independent trade unions…

Deputy Minister of Public Security Le Quoc Hung emphasized that Vietnam becoming a member of the United Nations Human Rights Council for the 2023-2025 term has demonstrated the trust of friends and the international community in Vietnam.

In recent times, with the close direction of the Government Human Rights Steering Committee and the consensus, determination and efforts of the Human Rights Steering Committees of 63 provinces and cities, human rights work has moved strongly with positive changes.

However, alongside the positive aspects, there are still many shortcomings and limitations. Therefore, it is necessary to frankly acknowledge them and propose solutions to improve the effectiveness of human rights work at the grassroots level. These solutions should focus on proactively monitoring the situation from afar and early on; enhancing the awareness and situation-handling skills of officials directly involved in human rights work with a specialized approach; firmly grasping the Party's policies, guidelines, and direct, comprehensive direction; ensuring social security and better protecting the rights of the people; and effectively combating activities that exploit democracy and human rights issues to undermine Vietnam.

At the conference, Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Human Rights Steering Committee of Dak Nong province, stated that the province recognizes the importance of human rights work in socio-economic development and ensuring security and order in localities. After nearly 20 years of development, with the determination of the entire political system, the local economy has improved, and the lives of the people have gradually improved.

Particularly in the past two years, the province has implemented strong administrative reforms, as evidenced by its Provincial CPI index rising 14 places from second-to-last among 63 provinces and cities; ensuring the legitimate rights and interests of citizens, especially in the areas of social security, poverty reduction, and particularly in guaranteeing the rights of ethnic minorities.

Mr. Ho Van Muoi also frankly acknowledged that, although security and order in the area are ensured, many complex and unpredictable factors still remain, especially the activities of hostile forces that exploit issues of democracy, human rights, ethnicity, and religion. The understanding of human rights among some officials and employees in certain agencies, units, and localities is not yet fully adequate...

The conference heard presentations from experts from the Central Propaganda Department, the Government Office, the Ministry of Public Security, the Ministry of Information and Communications, and the Ministry of Labour, Invalids and Social Affairs on emerging issues related to human rights work, such as external information work on human rights and the fight against harmful and toxic information on the internet; workers' rights in international conventions and treaties on human rights that Vietnam has participated in or signed; and human rights work in the new context…

The conference also outlined several key tasks, including reviewing and assessing existing problems and shortcomings to supplement and improve the system of policies and laws on ensuring and promoting human rights; effectively implementing social security policies and addressing the needs and aspirations of the people, especially those related to religious freedom, the rights of ethnic minorities, and land issues; avoiding loopholes that could be exploited or distorted by outsiders; and proactively monitoring the situation from afar and early on, promptly detecting and effectively preventing the subversive activities of elements in the fields of democracy, human rights, ethnicity, and religion.
