Meeting to report on the progress of the Ninh Thuan nuclear power project.

According to the report of the Steering Committee for the implementation of the Ninh Thuan nuclear power project, the Ninh Thuan nuclear power project is being actively implemented with many important tasks already completed and underway. Following the National Assembly's approval of Resolution No. 189/2025/QH15 on special mechanisms and policies for investment and construction of the Ninh Thuan nuclear power project, the Provincial People's Committee also issued Plan No. 517/KH-UBND, assigning specific tasks to relevant departments, agencies, and localities. These units have issued detailed implementation plans; focusing on public awareness campaigns, community meetings, establishing working groups, and conducting surveys and measurements. The Provincial Police have also established a Steering Committee and a support team to ensure security and order for the project. The Department of Industry and Trade continues to advise on the consolidation of the Steering Committee and the establishment of a Project Management Board. Relevant departments and agencies are reviewing, updating, and adjusting plans related to land clearance. At the meeting, several departments and localities raised a number of difficulties, obstacles, and recommendations related to the provision of documents, land handover, planning adjustments, policy mechanisms, and land clearance.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested that relevant departments and localities focus on effectively carrying out their tasks in the coming period to ensure timely land allocation for the project by the end of 2025. In this spirit, they should continue implementing tasks according to Plan No. 517/KH-UBND of the Provincial People's Committee; and review, amend, and supplement the plan accordingly. Departments and localities need to strengthen propaganda efforts to ensure people comply with the policies and guidelines, especially targeting specific individuals eligible for compensation. The process of land valuation, compensation, and clearance should be implemented rigorously but with utmost urgency. Priority should be given to land clearance in the core area for the factory construction, and attention should be paid to building resettlement areas for residents to ensure timely completion. Thuan Nam and Ninh Hai districts should promptly guide and inform residents and issue notices regarding land acquisition. The Department of Industry and Trade advises the Provincial People's Committee to issue a document updating complete data on the total land area to be reclaimed and the scale of the factory, to ensure the correct and sufficient land area is reclaimed as required. The Provincial Investment and Construction Project Management Board and Land Development Fund need to review and develop a specific timeline for the tasks that need to be done; at the same time, closely coordinate and discuss with relevant departments, agencies, and units to implement the project according to the correct procedures, responsibilities, and to meet the set deadline. During the implementation process, proactively report any difficulties and obstacles that arise to the Provincial People's Committee for timely guidance and resolution. Regarding planning adjustments, priority should be given to developing the coastal area of the resettlement zone for tourism development; the resettlement zone should be built to meet the criteria of a tourism urban area, not only meeting the housing needs of the people but also the development of commercial services. Relevant departments and agencies advise the Provincial People's Committee on land clearance work to ensure the best interests of the people, while strictly adhering to legal regulations. They must closely manage household registration, household separation, land transfer, buying and selling, planting trees, and construction of structures within the land acquisition area to prevent exploitation of compensation policies for the project. They must minimize violations, promptly gather information to guide, direct, and educate the people about policies and laws, ensuring the best possible project implementation.
