The meeting was also attended by leaders of relevant departments, agencies and sectors.

At the meeting, the leaders of the Department of Finance quickly reported the growth scenario of the gross domestic product in the second quarter of 2025. The results of the implementation of the province's socio -economic indicators in the first quarter basically increased compared to the same period in 2024, but many indicators still did not meet the set plan. The GRDP growth rate in the first quarter of 2025 is estimated at 6.76%, lower than the expected scenario at the beginning of the year (8.28%) but higher than the growth rate in the first quarter of 2024 (6.43%). In particular, the agricultural and service sectors increased quite well, closely following the set scenario, the industrial sector increased lower. The agricultural, forestry and fishery sector increased by 3.45%, higher than the expected scenario of 3.02%. The industrial - construction sector increased by 6.66%, lower than the expected scenario of 11.56%.

Product tax minus product subsidies in the first quarter of 2025 increased by 3.86%, lower than the expected scenario of 6.25% increase...

However, in general, production and business activities of enterprises and people are still facing difficulties; credit growth in the province is low, increasing only 0.5% compared to December 2024. Many non-budget investment projects have not been resolved in a timely manner. Disbursement of public investment capital in the first quarter of 2025 reached 467 billion VND, the disbursement rate reached 9.47%... The above limitations contributed to the province's GRDP growth in the first quarter of 2025 (6.76%) not meeting the scenario (8% or more), lower than the overall growth rate of the whole country (6.93%).

After listening to the opinions of the delegates attending the meeting, the Chairman of the Provincial People's Committee said that the province's growth target in the second quarter is expected to reach 7.19%, the target for the following quarters is 8.76% and 9.02%, in order to help the locality achieve the annual growth target of 8% or more, so he requested departments, branches and sectors to review the key tasks and specific implementation solutions, promoting growth for each target. In the industrial sector, the requirement is to increase from 5.8 - 15.17%, in which the electricity production and distribution sector is the main driving force and needs to achieve a growth rate of 8 - 18%, so the electricity sector needs to have solutions to increase the electricity production level to over 11% compared to the same period last year. In the construction sector, it is required to accelerate the implementation of key projects and works. Focus on directing the drastic removal of difficulties and obstacles in compensation and site clearance for industrial parks, especially Tan Duc Industrial Park and Son My 1 Industrial Park, Son My II Industrial Park and Son My LNG Port Warehouse. Increase the occupancy rate of industrial parks; review and thoroughly handle difficulties and obstacles at Tuy Phong Industrial Park to put it into operation. In case the investor does not ensure capacity, report to the Provincial People's Committee for consideration of revocation according to regulations in the second quarter of 2025.

For the service and tourism industry, to achieve a 9.13% annual growth rate, the Chairman of the Provincial People's Committee requested more drastic solutions. With the goal of attracting 10.6 million visitors by the end of 2025, the Department of Culture, Sports and Tourism needs to implement tourism stimulus programs, reduce service prices, accommodation, food, and transportation during the upcoming holidays. In addition, implement summer programs, communicate events until September 2. Coordinate to develop attractive discounted tourism packages and tours. At the same time, plan to implement unique cultural and sports programs with the Binh Thuan brand in the second quarter... Promote the campaign to promote Binh Thuan tourism on social networks and digital platforms. Research new types of tourism models: MICE, eco-tourism...

Regarding the field of trade and retail, the Department of Industry and Trade is requested to study and implement a campaign program for Vietnamese people to prioritize using Vietnamese goods, encourage shopping centers and supermarkets to have separate display areas for Binh Thuan's typical products; organize specialty weeks, consumer markets, and night shopping markets suitable for the summer... Monitor the situation of the province's large export enterprises, including enterprises exporting to the US market, to have appropriate support solutions in case the US implements a reciprocal tax policy on Vietnamese export goods.

Regarding the agriculture, forestry and fishery sector, the growth rate of only 2.5 - 3.5% is not a breakthrough, so it is recommended that the Department of Agriculture and Environment have synchronous solutions to increase added value and productivity, focusing on achieving 5% in the second quarter. Accordingly, strictly manage the output of aquatic products, strive to reach 70,000 tons in the second quarter, improve the quality of VietGAP standards, encourage the development of large-scale livestock farms... In addition, the Department must have solutions and measures to accelerate the work of specific land valuation for projects in the province...

In addition, the Chairman of the Provincial People's Committee emphasized that the Department of Finance needs to more drastically, strongly and effectively implement tasks and solutions to promote disbursement of public investment capital, striving to disburse public investment capital in 2025 to reach 100% of the plan assigned by the Prime Minister. Proactively review and propose competent authorities to transfer capital between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations. Create the most favorable conditions for non-budget projects to be implemented and put into production and business activities, especially key projects, with spillover effects to promote socio-economic development of the province...

Assign the Department of Finance to collect opinions from departments, branches and sectors to complete the scenario, advise the Provincial People's Committee to assign specific tasks to ensure GRDP growth of over 8% in the second quarter of 2025 and the whole year.
