Defense cooperation is a pillar in Vietnam-Cuba relations.

General Phan Van Giang and the Minister of the Revolutionary Armed Forces of Cuba both affirmed that defense cooperation has always been a cornerstone of the bilateral relationship.
Within the framework of the State visit to Cuba by General Secretary and President To Lam and the high-level Vietnamese delegation, on the morning of September 26 (local time) in Havana, General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense , held talks with General Álvaro López Miera, Member of the Political Bureau of the Communist Party of Cuba and Minister of the Revolutionary Armed Forces of Cuba. General Álvaro López Miera warmly welcomed General Phan Van Giang and the high-level delegation of the Vietnamese Ministry of National Defense accompanying General Secretary and President To Lam on his State visit to Cuba; recalled memories from his official visit to Vietnam in June 2023 and expressed his affection for the country and people of Vietnam.

Sharing about the difficulties and challenges facing Cuba, General Álvaro López Miera thanked Vietnam for always accompanying and supporting Cuba; and expressed his wish for the two countries' armies to continue maintaining and strengthening cooperation in areas where both sides have capabilities and needs, thereby contributing to consolidating the special friendship between the two countries and their armies. Expressing his emotion at returning to visit the beautiful and heroic country of Cuba since his visit in 2017, Minister Phan Văn Giang thanked General Álvaro López Miera and the Cuban Ministry of Revolutionary Armed Forces for the warm and thoughtful reception given to the delegation; affirming that the Vietnamese people and the People's Army of Vietnam will never forget the valuable, sincere, and loyal support and assistance of Cuba during the most difficult period of the national liberation struggle, as well as in the cause of national construction today. It was emphasized that General Secretary and President To Lam's visit to Cuba once again affirmed the very special feelings that the two countries have for each other, as well as the solidarity and support that Vietnam has for Cuba. In a friendly and warm atmosphere of camaraderie, the two ministers jointly reviewed the results of Vietnam-Cuba defense cooperation in the past period and determined directions for future cooperation.

Both sides agreed that defense cooperation has always been one of the pillars of the overall Vietnam-Cuba relationship. Based on the agreement reached between the two ministers during Minister Álvaro López Miera's official visit to Vietnam in June 2023, bilateral defense cooperation continues to be actively implemented in various fields: exchange of delegations at all levels, especially high-level delegations; Party work and political work in the military; human resource training; defense industry and military technology; cybersecurity… To further enhance the substantive, effective, and in-depth nature of defense cooperation between the two countries, both sides agreed to strengthen exchanges of delegations at all levels, especially high-level delegations; maintain cooperation and exchange of professional experience between agencies and units; and facilitate exchanges of experience between young officers of the two countries. The two sides agreed to strengthen cooperation in Party and political work, including coordinating the development of plans to implement activities commemorating the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba (1960-2025); effectively implement cooperation in military technology and defense industry; and continue to prioritize cooperation in human resource training. They also agreed to promote cooperation in areas that have been and are being promoted, and which need to be effectively continued, such as: information exchange, military medicine, cybersecurity, economic, trade, and investment cooperation between military enterprises of the two countries, and establishing sister-unit relationships between units of the two armies… Minister Phan Van Giang and Minister Álvaro López Miera also stated that, in the context of the current rapidly changing, complex, and unpredictable global and regional situation, the two countries and their armies need to continue to consolidate and promote solidarity, mutual support, and assistance. We believe that, with the achievements already made and the close attention and guidance of the leaders of the two Ministries of Defense, the Cuba-Vietnam defense cooperation relationship will continue to develop to a new level. On this occasion, Minister Phan Van Giang once again extended an invitation and expressed his hope that Minister Álvaro López Miera would arrange time to attend the second Vietnam International Defense Exhibition in December 2024.
