Accordingly, the project will select investors through bidding in accordance with the law on bidding to select investors.
The project aims to concretize the Party and State's policy of socializing education , encourage investment in developing the non-public education system; at the same time, meet the high-quality learning needs of students in An Cuu ward in particular and Hue city in general.
The project aims to build a modern, international-standard educational environment, equipping students with English proficiency and soft skills, helping them prepare for global integration.
In addition, the project also contributes to creating jobs for teachers, staff and educational experts at home and abroad, thereby promoting local socio -economic development.

In terms of scale, the project has a land use area of about 29,180 m², with a designed capacity to meet the learning needs of about 2,800 students, including: preschool (20 classes, 500 students), primary school (30 classes, 800 students), secondary school (23 classes, 800 students) and high school (20 classes, 700 students).
The scale of construction architecture is implemented according to Decision No. 610/QD-UBND dated March 5, 2025 of Hue City People 's Committee on local adjustment of zoning plan of Area A - An Van Duong New Urban Area.
In which, the land has educational function with maximum construction density of 40%, height of no more than 5 floors, land use coefficient ≤ 2.0 times, and construction boundary set back at least 10 m from the red line.
The total investment capital of the project is about 310.3 billion VND (excluding land rental), of which the implementation cost is about 296.4 billion VND and the compensation and site clearance cost is about 13.9 billion VND. The project has a 50-year operation period from the date of land allocation or land lease.
Regarding financial capacity, the selected investor must ensure a minimum equity capital of VND 62.06 billion (20% of total investment capital) and other legally mobilized capital of a maximum of VND 248.25 billion (80%).
Total project implementation time shall not exceed 48 months from the date of land allocation or land lease, with construction commencing within 12 months at the latest.
According to the People's Committee of Hue City, the project enjoys preferential policies to encourage the socialization of education according to Resolution No. 10/2025/NQ-HDND dated April 25, 2025 of the People's Council of Hue City, including exemption of land rent for educational institutions that meet the criteria of socialization or non-profit. Investors also enjoy investment and tax incentives according to the Investment Law 2020 and Decree 31/2021/ND-CP.
The People's Committee of Hue City assigned the Department of Finance to act as the inviting party, organize the preparation and submission of the invitation for interest documents for approval, and at the same time announce the information according to regulations. Based on the results of the document evaluation, the Department of Finance will submit to the People's Committee of Hue City for consideration and approval of the results of the selection of investors to implement the project.
