Accordingly, the project will select an investor through a bidding process in accordance with the law on bidding for investor selection.
The project aims to concretize the Party and State's policy of socializing education , encourage investment in the development of the non-public education system; and at the same time meet the high-quality learning needs of students in An Cuu ward in particular and Hue City in general.
The project aims to build a modern, internationally standardized educational environment, equipping students with English language proficiency and soft skills, helping them to be ready for global integration.
In addition, the project contributes to creating jobs for teachers, staff, and education professionals both domestically and internationally, thereby promoting local socio -economic development.

In terms of scale, the project has a land area of approximately 29,180 m², with a designed capacity to meet the learning needs of about 2,800 students, including: preschool (20 classes, 500 students), primary school (30 classes, 800 students), lower secondary school (23 classes, 800 students) and upper secondary school (20 classes, 700 students).
The scale of architectural construction is implemented according to Decision No. 610/QD-UBND dated March 5, 2025, of the People's Committee of Hue City on the partial adjustment of the zoning plan for Area A - An Van Duong New Urban Area.
Specifically, the land designated for educational purposes has a maximum building density of 40%, a maximum height of 5 floors, a land use coefficient of ≤ 2.0 times, and a minimum building setback of 10 m from the road.
The total investment capital for the project is approximately VND 310.3 billion (excluding land lease fees), of which implementation costs are approximately VND 296.4 billion and compensation and land clearance costs are approximately VND 13.9 billion. The project has an operating period of 50 years from the date of land allocation or lease.
Regarding financial capacity, the selected investor must ensure a minimum equity capital of VND 62.06 billion (20% of total investment) and a maximum of VND 248.25 billion (80%) from other legally raised capital.
The total project implementation time shall not exceed 48 months from the date of land allocation or lease, with construction commencing no later than 12 months.
According to the Hue City People's Committee, the project benefits from preferential policies encouraging the socialization of education as stipulated in Resolution No. 10/2025/NQ-HĐND dated April 25, 2025, of the Hue City People's Council, including exemption from land rent for educational institutions meeting the criteria for socialization or non-profit. The investor also enjoys investment and tax incentives under the 2020 Investment Law and Decree 31/2021/NĐ-CP.
The People's Committee of Hue City assigns the Department of Finance to act as the inviting party, organize the preparation and submission of the expression of interest documents for approval, and simultaneously publish the information as prescribed. Based on the evaluation results of the documents, the Department of Finance will submit the results to the People's Committee of Hue City for consideration and approval of the investor selection to implement the project.
