On the morning of October 19, Mr. Nguyen Anh Cau, Chairman of the People's Committee of Quang Dien Commune (Hue City), said that the area had continuous heavy rains, combined with the Huong Dien Hydropower Plant regulating water discharge to cope with upcoming heavy rains, causing the water level of the Bo River to rise, flooding many provincial roads and inter-commune and inter-village roads.

Roads such as Provincial Road 19A (the section passing the commune police station), the Pho Nam B - Niem Pho route, the Dong Xuyen - An Xuan Tay route, the flooded Thu Le spillway, and the Nam Duong route... were flooded from 0.3 to 0.5 meters, causing difficulties for people and vehicles.

Many roads in Quang Dien are deeply flooded, and authorities have had to erect barricades.

The local government mobilized the police and civil defense forces to intensify propaganda and flood warnings so that people would know not to drive cars or motorbikes through deeply flooded areas. At the same time, mobilized officers and soldiers to patrol and place barriers at flooded areas to prevent people from entering dangerous areas.

Earlier that morning, the downstream area of ​​the Bo River in Dan Dien commune (Hue City) was also directly affected by heavy rain and water regulation from the hydroelectric dam. Rising water levels caused flooding in some low-lying areas, making daily life and transportation difficult for residents.
