Following the merger, Hai Boi commune (formerly Dong Anh district, Hanoi) became part of Vinh Thanh commune. The headquarters of the Party Committee, People's Council, and People's Committee of Hai Boi commune were used as the headquarters of the Party Committee, People's Council, People's Committee, Fatherland Front, and other political and social organizations of the new Vinh Thanh commune.

If, over the years, building a refined and civilized Hanoi citizen has been identified as a central focus in major cultural programs implemented vigorously and widely by the capital city, then this space provides the most vivid evidence of the realization of the city's common goal.

Located about 20 kilometers from the center of Hanoi, Hai Boi commune (formerly Dong Anh district) is known as a prime example of building a vibrant cultural and spiritual life, a place where cultural values ​​converge to benefit the people.

The model cultural center of Thang Long residential area, with its core being the village library, is neatly arranged in a room of a few dozen square meters, with hundreds of valuable books. It is a particularly attractive destination for people of all ages, from the elderly to the young, women, and veterans, who come to the library every day to read, learn about policies and guidelines, gain scientific knowledge, and for entertainment.

Always prioritizing investment in culture and people as a guarantee of sustainable development, the Thang Long residential area's model cultural center covers an area of ​​1,700m² , with facilities including: a sports area, a fully equipped training ground, a 150-seat auditorium; a library with over 300 books, a flower garden, etc.

The well-equipped cultural facilities and diverse activities are attracting a large number of people. According to the local community, the model cultural center is a modern building constructed with socialized capital and the collective efforts of the community, with the desire to create a livable space where positive cultural values ​​converge.

With its welcoming and convenient design, the community center attracts a large number of people of all ages every day, whether reading, exercising, or chatting about current events. These daily changes bring pride to the people, because even though their livelihoods are still difficult, the cultural environment created here is rarely found elsewhere.

Sharing their "secrets" to building a cultured way of life in an area still facing many difficulties, the people of Hai Boi revealed that it all stems from the richness and depth of their culture. The emergence of this exemplary cultural model is of great significance, contributing to the development of cultural values ​​and the cultivation of refined and civilized people.

In implementing Directive 30 of the Standing Committee of the Hanoi City Party Committee, the village Party branch issued a specialized resolution, established working regulations, and utilized the functions of the Cultural House to meet the needs of the people, spreading the beauty of traditional culture, especially the cultural values ​​unique to Hanoi.

Cultural behavior and community cohesion

Khuong Mai Ward (formerly Thanh Xuan District, later merged into Phuong Liet Ward, Hanoi City) is recognized as the starting point of the "5 No's Neighborhood" model, where the cultural environment is clearly reflected in the atmosphere of camaraderie, solidarity, cultured behavior, and standards of the community.

Looking back to the period from the beginning of 2019, the former Khuong Mai ward pioneered the "Five No's Neighborhood Model". Not only did it create significant changes, aligning with the criteria for building elegant and civilized Hanoi residents, but more importantly, the model created a positive impression. The success of the model was recognized by Hanoi city leaders, who directed its early replication.

The initial "5 no's" criteria included: No litter; no encroachment on roads and sidewalks; no violations of construction regulations; no new social vices emerging; and no more impoverished households.

The "5 No's" model, after a period of implementation, has been adjusted and supplemented to be more suitable: No litter, no law violations, no fires or explosions; no encroachment on sidewalks and roads; and no violations of construction regulations. The leading force of the movement is the community of residents in Residential Group 17, considered a model example in building and effectively promoting the criteria for building a culturally rich community life.

The "Culturally Advanced Neighborhood with 5 No's" model, from its inception, was expected to create a model living space, foster community cohesion, and promote cultured and civilized behavior. With 210 households and 1,200 residents, 100% of the families annually maintain the title of "Culturally Advanced Family." For many years, Neighborhood 17 has been recognized by the local government as a shining example of building cultural values ​​and developing human character. Many delegations have visited to learn from and replicate this exemplary model.

What is noteworthy about this living space is the voluntary participation and contribution of the residents to their own cultural environment. Not only on weekends, but every day, every hour, people work together to clean up the environment and landscape. The elderly and middle-aged guide their children and grandchildren to raise awareness and develop civilized and healthy behavior. This is a community way of life that is rarely maintained in today's modern context.

Replicating exemplary models and typical examples is a key orientation and solution in building a cultural environment and forming and spreading standard values ​​in the cultural and spiritual life of communities.

Although the unique characteristics and cultural identities of different localities and regions may vary, the core principle remains the spirit of community orientation and service to the community. Cultural environments that fully meet standard criteria, attract and inspire people, are the "cradle" that nurtures good values—truth, goodness, and beauty—which endure and spread over time and space.

Preserving and promoting the fine values ​​of the Vietnamese people in the new era.

The Ministry of Culture, Sports and Tourism has issued a Decision approving the plan to promote public awareness of building a cultural environment, a civilized lifestyle, and the values ​​and standards of Vietnamese people in the new era. The plan aims to raise community awareness, form habits and behaviors of civilized culture, foster unity and cohesion among generations, regions, and ethnic groups, thereby building a healthy cultural environment, forming a civilized and progressive society, and preserving and promoting the positive values ​​of Vietnamese people in the new era.

The content of the propaganda is rich and easily accessible. Accordingly, a diverse range of propaganda methods is combined to influence a large number of people regarding the building of a cultural environment, a civilized lifestyle, and the values ​​and standards of Vietnamese people in the new era. The promotion of exemplary individuals and outstanding models in building grassroots cultural life is intensified to widely disseminate these examples.
