Hung Yen develops medical infrastructure, improves the quality of health care for the people

Effective implementation of epidemic prevention and control; medical examination and treatment; development of new and specialized techniques... to national target health programs has contributed to improving the effectiveness of health care and protection for the people.

Strengthening capacity for medical examination and treatment facilities

In recent years, Hung Yen province has paid attention to investing in infrastructure, medical equipment, training human resources to serve medical examination and treatment and improve people's health, achieving many important results: the number of hospital beds per 10,000 people reached 33 beds; the number of doctors per 10,000 people reached 10 doctors; the health insurance coverage rate reached 95%; 100% of communes were recognized as meeting national health standards.

Many public health facilities: Lung Hospital, Traditional Medicine Hospital, Mental Health Hospital, Tropical Disease Hospital, Maternity and Pediatrics Hospital... have been invested in construction, renovation, upgrading and purchasing of modern equipment for medical examination and treatment.

The health sector has implemented many solutions to improve medical ethics as well as capacity, expertise and professionalism for medical staff.

Administrative reform, digital transformation, and application of information technology in medical examination and treatment have been promoted, achieving many positive results: Deploying digital transformation and application of information technology from medical management, health insurance, electronic medical records to remote diagnosis, testing, examination and treatment according to the guidance of the Ministry of Health.

Synchronously deploying information technology systems in health station management, vaccination, disease management; linking the management of professional activities with the management of personal health records and population data. Synchronously deploying the connection of personal health record management with medical records for examination and treatment, monitoring of non-communicable diseases, and other related projects and programs based on digital platforms and large, centralized databases.

Solutions to improve the quality of public health care

In addition to the achievements, the health sector of Hung Yen province still has some shortcomings and limitations: Some infrastructure works of public health facilities, especially commune health stations, have been damaged and degraded, affecting medical examination and treatment. Investment funding for information technology infrastructure and information technology application in many health facilities is still difficult; there is no synchronous information technology system for the whole sector to collect, store, exploit and share medical information.

The quality of the living and working environment, nutrition, physical training, cultural and spiritual life of the people in many places are not fully guaranteed. Many behaviors and habits that are harmful to health have not been fundamentally overcome. The rate of stunting in children is still high. State management of food safety and hygiene still has many shortcomings.

To fundamentally overcome the above-mentioned shortcomings and limitations, contributing to the good implementation of the work of developing medical infrastructure, improving the quality of health care for the people, Director of the Department of Health of Hung Yen province Nguyen Thi Anh said: The Hung Yen health sector is implementing many tasks and solutions, focusing on: Doing a good job of advising competent authorities in perfecting the organization of the Hung Yen health sector to ensure compliance with the 2-level local government organization model associated with a clear and effective medical technical stratification model to ensure inheritance and mutual support between professional levels; allocating funds to invest in facilities and equipment for public hospitals, medical centers and grassroots health stations to improve capacity, meet the needs of medical examination and treatment of the people, ensuring people can easily access and use medical services of good quality and reasonable cost.

Focus on investing in and completing synchronous medical infrastructure from the provincial to grassroots levels; prioritize upgrading and modernizing provincial general hospitals and specialized hospitals; build high-quality medical centers according to regional standards; gradually synchronize modern medical equipment.

Develop a grassroots health system and commune health stations that meet national standards, ensuring the ability to provide primary health care and manage the health of the entire population. Continue to promote administrative reform, focus on building a synchronous information technology infrastructure of the health sector to effectively carry out digital transformation, helping people easily access health information and use highly effective health services, thereby contributing to protecting, caring for and improving people's health.

Encourage and promote remote medical consultation and treatment to reduce the number of people going to medical facilities, especially at higher-level hospitals. Implement socialization of medical services in public hospitals and develop private health care to participate in medical examination and treatment under health insurance.

Effectively implement the policy of organizing periodic health check-ups for people at least once a year. Develop healthcare in association with social security and equity in healthcare. Continue to expand universal health insurance coverage; ensure the right to medical examination and treatment for people with health insurance cards; pay attention to vulnerable groups such as children, the elderly, the poor, and those with meritorious services.

Focus on preventive medicine and primary health care, and strengthen supervision of the quality of medical examination and treatment services in both public and private sectors. Actively monitor and control epidemics; expand vaccination; strengthen propaganda and health education, raise people's awareness of disease prevention, proper nutrition, physical exercise, improve stature and longevity.

Improve the quality of medical human resources, strengthen training, fostering, and coaching to improve the professional qualifications, skills, and political theory of medical staff at all levels. Have policies to encourage competent and qualified medical staff from provincial hospitals to work at medical centers and commune health stations to better meet the needs of caring for, protecting, and improving people's health.

Strengthen cooperation with central hospitals and medical universities in training, technology transfer, and remote medical examination and treatment. Mobilize and diversify investment resources for health care. Encourage socialization, public-private partnership, and attract businesses to invest in high-quality health care, private hospitals, specialized clinics, and community health care services.

In particular, we must continue to pay attention to strengthening and improving the capacity of grassroots health care. This is the health care line closest to the people, playing the role of "gatekeeper" of the health system. It needs to be comprehensively strengthened to ensure the functions of primary health care, prevention, chronic disease management, early detection and initial treatment, periodic health check-ups, updating the use of electronic health records... The grassroots health system must be strong, capable, human, technologically advanced, and must be a place where people place their trust.

Synchronously implementing the above solutions will help Hung Yen's health sector develop in a modern, synchronous, equitable and sustainable manner; improve the quality of health care, improve stature, increase life expectancy and quality of life of the people.
