Deputy Prime Minister Tran Hong Ha signed Decision No. 28/QD-TTg dated January 5, 2025, promulgating the Plan for implementing the Urban and Rural System Planning for the period 2021-2030, with a vision to 2050.

The objective of this Plan is to implement the Urban and Rural System Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 891/QD-TTg dated August 22, 2024 (Urban and Rural System Planning), ensuring its effectiveness and efficiency.
Specifically, the tasks, policies, and solutions for organizing and implementing the Urban and Rural System Planning must be concretized, ensuring alignment with the objectives, tasks, and content of the Urban and Rural System Planning approved by the Prime Minister; and specific responsibilities must be assigned to ministries, sectors, and localities according to their functions and duties to effectively implement the Urban and Rural System Planning.
According to the Plan, for public investment projects: Investment in nationally important projects is carried out according to the list of nationally important projects approved in the National Master Plan for the period 2021-2030, with a vision to 2050, and the Government's Action Program to implement Resolution No. 81/2023/QH15 dated January 9, 2023, of the National Assembly on the National Master Plan for the period 2021-2030, with a vision to 2050, and the Plan for implementing the National Master Plan for the period 2021-2030, with a vision to 2050, issued in Resolution No. 90/NQ-CP dated June 16, 2023, of the Government.
Investment projects for developing regional and inter-regional technical infrastructure systems, projects for upgrading and developing urban and rural areas and functional zones within each region, using public investment capital, are implemented according to the Regional Planning Implementation Plan approved by the Prime Minister.
Provinces and centrally-governed cities shall synchronously and effectively implement the programs and projects identified in the provincial planning and according to the Provincial Planning Implementation Plan approved by the Prime Minister. They shall continue to implement urban development projects, urban technical infrastructure development projects, urban development projects to respond to climate change, smart city development, digital transformation, green transformation, emission-reduction urban development, programs and schemes to ensure social housing, and rural development projects under the national target program for building new rural areas that have been approved by competent authorities.
For projects using funding sources other than public investment: Provinces and centrally-administered cities shall, based on the priority development orientations for urban and rural systems approved by the Prime Minister in national, regional, and provincial plans, organize the attraction of funding sources other than public investment to develop urban and rural systems according to the plans and programs, ensuring efficiency and compliance with regulations.
The plan assigns relevant ministries, sectors, and localities to develop mechanisms, policies, and legal documents: the Law on Urban and Rural Planning and its detailed regulations; the Law on Urban Development Management and its detailed regulations; and the Law on Water Supply and Drainage and its detailed regulations.
Relevant ministries, departments, and localities shall develop projects and programs to submit to the Prime Minister, including: the National Program on urban construction, renovation, upgrading, reconstruction, and urban development, and urban infrastructure development; amendments and additions to the Prime Minister's Decision on the National Urban Classification Plan...
