The investment project to build the main roads connecting to the functional areas in Thai Binh Economic Zone consists of 5 routes. Of which, 4 routes under implementation are facing difficulties in terms of land clearance, affecting progress. The main difficulties are related to interspersed land, technical infrastructure, land origin verification, resettlement area construction and compensation unit price determination after the 2024 Land Law takes effect. Along with that is the scarcity of filling materials and high prices.
Route 1 runs along the northern axis of Thai Binh Economic Zone, through Lien Ha Thai Industrial Park. Route 2 connects from National Highway 37B (the beginning of Diem Dien Bridge) to sea dike No. 7 at the port area, Thai Thuong Industrial - Service Park. According to the assessment of the Project Management Board, the construction progress of these two routes is still slow, not meeting the requirements, especially route 1. The Board has repeatedly issued documents urging and requesting the 873 Joint Stock Company for Traffic Construction - the construction unit of route 1 to urgently rebuild the overall and detailed plan; mobilize sufficient human resources and equipment to ensure progress according to the contract.
The site clearance work of the two main routes has been basically completed and handed over to the construction unit. However, route 2 is stuck with 3 households and some technical infrastructure at the intersection at the beginning of the route, affecting the construction. Up to now, route 1 has reached about 65% of the volume; route 2 has reached over 50% of the volume. Mr. Bui Van Hinh, commander of route 2, said: The site clearance problem at the intersection at the beginning of the route, although not large, has lasted for many years, directly affecting the progress. The unit recommends that the locality hand over the site soon to implement according to plan.
Route 3 is over 13km long, running along the southern axis of Thai Binh Economic Zone, from the coastal road to National Highway 37B. The progress of site clearance for this route is still slow, especially at the intersections with DT.221A, DH.30 and QL.37B. These locations all need to arrange resettlement areas, however, the implementation is still slow. Regarding construction, the excavation and embankment of the roadbed and the treatment of weak soil have basically been completed. Currently, the unit is constructing the road surface foundation layers and completing the bridge, culvert and underpass items on the route. The value of the completed volume has reached about 65%. Mr. Hoang Dinh Hieu, Executive Director of Xuan Quang Construction Joint Stock Company, the construction unit of Route 3, said: The main problem is that residential land is interspersed with agricultural land, some locations require sand pile construction 40 - 50m deep, requiring heavy-duty machinery. Due to technical infrastructure problems and lack of access, progress is affected.
Route 5 is 6.35km long, with a land acquisition area of about 1.73ha, involving 248 households, of which 223 households are in residential areas. Currently, the construction unit has dug and filled the roadbed for 5km, and the Song Ca bridge has been completed. The work volume has reached nearly 80%. Mr. Tran Van Duong, commander of route 5, shared: Due to difficulties in the site, the unit had to construct in a "sticky" manner, not continuously. I hope that the authorities and people will soon hand over the site to ensure completion on schedule.
In order to remove obstacles, localities are actively implementing synchronous solutions. Ms. Lai Thi Thuy, Vice Chairman of the People's Committee of Dong Tien Hai Commune, said: The commune government has proactively received and handled obstacles related to site clearance for route No. 2 passing through the area; assigned specific tasks to specialized departments and offices, focused on propaganda and mobilization, ensuring information transparency to create consensus among the people, ensuring the progress of handing over clean land. Mr. Pham Van Hoa, an officer of the Project Management Board, said: The Board has coordinated with localities, focused on removing obstacles, urged contractors to mobilize human resources, vehicles, and materials to speed up progress, ensure quality, labor safety and environmental sanitation during construction. At the same time, the Board recommends that the Provincial People's Committee pay attention to directing the authorities of communes in the project area to focus on speeding up the site clearance progress so as not to affect or interrupt the construction.
The investment in the construction of connecting routes in Thai Binh Economic Zone is one of the key infrastructure projects, of strategic significance, creating the premise for the formation and development of functional areas. The project is large-scale, spanning many localities. However, with the drastic direction of the province, the participation of all levels and sectors, the determination of investors, contractors and the consensus of the people, we believe that the project will be completed on schedule, contributing to promoting the socio-economic development of the province in the coming time.
