

The CT.08 expressway project is one of the important national projects, the key project of the transport sector, which is applied with a special mechanism. The project is 60.9 km long, with the need for sand for embankment of about 13.5 million m3; hill soil about 5.55 million m3; rock about 2.4 million m3. Currently, the entire route is still short of about 5 million m3 of river sand and 2 million m3 of sea sand, in which the section passing through Ninh Binh province (formerly Nam Dinh ) needs to supplement about 3.2 million m3 of river sand and about 2 million m3 of sea sand.
In order to meet the material supply for the project to ensure construction progress and complete the project in 2026 according to the direction of the Prime Minister, the People's Committee of Hung Yen province proposed the People's Committee of Ninh Binh province to approve the investor and related contractors of the CT.08 Expressway Project to explore and exploit Mom Ro 1 and Mom Ro 2 sand mines from Km60+300 Ninh Co River to Km70+000 Red River to provide common materials for the Project. The investor's representative proposed the People's Committee of Ninh Binh province to direct related units to support site clearance work to soon hand over Thung Ham stone mine (Chau Son ward).

At the working session, after listening to the opinions of the departments, branches, localities of the two provinces and the project investor, Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Anh Chuc assigned the departments, branches, and localities of Ninh Binh province to review the current status, speed up the site clearance work to hand over Thung Ham stone mine to the construction unit for exploitation to serve the project; highly agreed with the proposal to hand over Mom Ro 1 and Mom Ro 2 sand mines to the project investor for exploration and exploitation, and at the same time assigned the Department of Agriculture and Environment to advise the Provincial People's Committee on implementation steps according to regulations.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan thanked the Ninh Binh Provincial People's Committee for promptly removing initial difficulties in the supply of materials for the CT.08 Expressway Project. He assigned the Construction Project Management Board No. 2 and the investor to closely monitor and coordinate with the functional departments and branches of Ninh Binh province to promptly remove obstacles during the implementation process, in order to soon supplement the source of materials for the project.
