
Implement good policies for people with disabilities
The province currently has about 150,000 people with disabilities, including 16,971 people with extremely severe disabilities and 53,240 people with severe disabilities. Social protection policies for people with disabilities are increasingly receiving more attention. Localities have advised and guided people with disabilities and their families to prepare documents to enjoy social assistance regimes according to regulations. Many activities to support and care for people with disabilities have been carried out by functional agencies and the social community in many forms, suitable to each type of disability and situation of people with disabilities. People with mild disabilities, who are able to perceive and work, are cared for and given favorable conditions to study culture, learn a trade, and be introduced to jobs. People with severe disabilities, especially severe disabilities or those without a source of support outside the community are given monthly social allowances or long-term care and support at social assistance facilities. Currently, the province has nearly 66,700 people with severe disabilities and especially severe disabilities receiving monthly social allowances. Many activities such as: Visiting, giving gifts; health care, rehabilitation, providing wheelchairs, rocking chairs, orthopedic devices... for people with disabilities have been carried out with attention. Ms. Do Thi Hoa in Quang Trung village, Nhu Quynh commune is a severely disabled person in a very difficult situation, living alone in a dilapidated level 4 house with cracked walls and a leaky roof. In 2025, she received 65 million VND in support to repair the house. The solid, sturdy house is a great gift both materially and spiritually for her.
Ms. Bui Thi Nga, President of the Provincial Association for the Support of the Disabled and Protection of Children's Rights, said: The Association actively mobilizes resources from businesses, organizations, and philanthropists to carry out activities to care for the disabled and orphans. Since the beginning of the year, the Association has mobilized over 4.7 billion VND to support 8,171 disabled people, the poor, and children in especially difficult circumstances.
Do not surrender to fate
A person with a disability is a person who has one or more body parts or impaired functions, manifested in the form of a disability, making it difficult to work, live, and study. With the attention of Party committees and authorities at all levels, the participation of the entire political system and all classes of people, and with will and determination, many people with disabilities have made progress in their studies and work. Ms. Dang Thi May in My Hao ward is blind in both eyes. Not giving up on fate, after learning the massage profession organized by the Provincial Blind Association, she boldly opened a massage service facility. Currently, the facility creates jobs for 3 visually impaired people with an income of 3.5 to 5 million VND/person/month. Ms. May confided: I used to be very self-conscious and self-conscious, but with the love, care and attention of my family, the help of teachers, friends, and the support of the Provincial Blind Association, I have made an effort to overcome. I believe that learning to accept and be ready to face will help people with disabilities take control of their lives and not become a burden to their families and society.
Despite her physical disability, with constant efforts and hard work, Ms. Tran Thi Huyen in Than Khe commune has risen to take control of her life, inspiring the community and people in similar situations. Ms. Huyen confided: “Although I really like sewing, because of my leg disability, operating the sewing machine is not easy, there were times when I wanted to give up. However, with the encouragement of my teacher, family, friends and the desire to have a job to be independent in life, I overcame difficulties and mastered sewing. Now, I can sew many styles of clothes to suit the needs of customers, so my tailor shop is trusted by many customers. The average monthly income is over 10 million VND”. In addition to developing the economy for herself and her family, Ms. Huyen also spends time teaching sewing to some young people, creating jobs for disabled women in the locality. Not only that, Ms. Huyen also actively participates in local activities and activities of the PWD Association.
The examples of people with disabilities striving to overcome their fate, take control of their lives and help people in similar situations have proven that: People with disabilities are not only not a burden to society but can also contribute to beautifying life. However, in the province, there are still many people with disabilities in difficult living conditions, especially those with severe disabilities; many people with disabilities still have low self-esteem and self-consciousness, and have difficulty finding jobs. Therefore, in order for people with disabilities to better integrate into the community, it is necessary to have more attention and assistance from all levels, functional sectors, and the cooperation of mass organizations, businesses and the whole society in effectively implementing policies to support people with disabilities. Functional sectors and localities continue to coordinate to review the current situation of people with disabilities as a basis for advising and proposing to the Provincial People's Committee to develop, supplement and perfect policies to support people with disabilities; organize vocational education assistance, create jobs and support livelihoods...
