The Provincial People's Committee has just issued document No. 13080/UBND-NN Thanh Hoa , dated September 7, 2024, regarding the urgent need to focus on emergency response to Typhoon No. 3 and subsequent floods.

According to the National Center for Hydro-Meteorological Forecasting, on the night of September 6, 2024, Typhoon No. 3 entered the Gulf of Tonkin; at 7:00 AM on September 7, 2024, the center of Typhoon No. 3 was located at approximately 20.4 degrees North latitude and 108.2 degrees East longitude, in the Gulf of Tonkin; about 150 km east-southeast of Quang Ninh - Thai Binh ; the strongest winds near the center of the typhoon reached level 14 (150-166 km/h), with gusts up to level 17, moving in a west-northwest direction at a speed of 15-20 km/h.

Due to the influence of the storm, the province will experience strong winds and heavy rain; forecasts for September 7th and 8th, 2024 indicate total rainfall of 100-200 mm, with some areas exceeding 200 mm (especially in mountainous districts such as Muong Lat, Quan Son, Quan Hoa, Cam Thuy, Thach Thanh, Ba Thuoc, Thuong Xuan, and Ngoc Lac); there is a high risk of flooding in urban areas and low-lying areas, and landslides and flash floods in mountainous regions.

In implementation of Prime Minister's Directive No. 88/CĐ-TTg dated September 6, 2024, on focusing on responding to Typhoon No. 3 and subsequent floods; to proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police Department, the Commander of the Provincial Border Guard Command, the Directors of provincial departments, agencies, and units, the Chairmen of the People's Committees of districts, towns, and cities, the Director of the Provincial Meteorological and Hydrological Station, the Director of the Thanh Hoa Maritime Port Authority, the Directors of the Irrigation Works Exploitation Company, the Thanh Hoa Electricity Company, and other relevant units, according to their assigned functions and tasks, to closely monitor forecast information and developments of Typhoon No. 3 and subsequent rain and floods, and to promptly direct the implementation of response measures according to the "four on-the-spot" principle, in order to ensure the safety of lives and minimize damage to people's and state property caused by natural disasters. In particular, the directive emphasizes the effective implementation of the following key tasks:

1. Continue to implement decisively, seriously, and effectively the directives of the Chairman of the Provincial People's Committee in Official Telegrams No. 17/CĐ-UBND dated September 3, 2024, and No. 18/CĐ-UBND dated September 5, 2024, focusing on prioritizing the safety of lives and property for citizens and the state.

2. The Chairpersons of the People's Committees of districts, towns, and cities, based on the actual developments of the storm and floods in their localities, advise people to limit going out unless absolutely necessary, proactively organize the evacuation of people living in dangerous areas, coastal areas, areas at risk of being affected by natural disasters, and households with weak houses that do not ensure safety; in the mountainous areas of the province (forecast for very heavy rainfall during this natural disaster), localities are required to proactively respond to the risk of landslides, flash floods, deep flooding of culverts, incidents at transportation infrastructure, reservoirs, dams, and other irrigation works, etc., in their areas.

3. The Department of Education and Training directs and guides localities and relevant units to proactively decide on allowing students of all levels to take time off from school to ensure safety.

4. The Provincial Meteorological and Hydrological Station will closely monitor the developments of Typhoon No. 3 and the subsequent rain and floods; provide timely forecasts, warnings, and information to relevant agencies and the public so that they can proactively implement response measures.

5. Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, and Thanh Hoa Coastal Information Station should strengthen information and communication about the developments of Typhoon No. 3, the floods after the typhoon, and the direction of response and khắc phục hậu quả (mitigation of consequences).

6. Members of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense, according to their assigned tasks and areas, shall proactively monitor the situation, promptly inspect, supervise, and direct relevant localities and units to implement response and recovery efforts following potential natural disasters.

7. Maintain a strict duty roster and regularly report the situation to the Standing Office of the Provincial Disaster Prevention and Control Command and the Standing Office of the Provincial Civil Defense, Incident Response, Disaster Relief and Search and Rescue Command for compilation and reporting as prescribed. The Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, the Directors of provincial departments, agencies, and units, the Chairmen of the People's Committees of districts, towns, and cities, and other relevant units are required to seriously implement this.
