
Immediately after receiving the information, the Fire Prevention, Fire Fighting and Rescue Police force of Khanh Hoa Provincial Police coordinated with the Provincial Military Command and local authorities to mobilize motorboats, jet skis and rafts to approach heavily flooded areas, organizing the evacuation of dozens of households to safety.
Binh Cang and Vinh Thanh are the two most affected areas, where many households in low-lying areas are vulnerable to rising floodwaters. Rescue teams are arranged with 2-3 soldiers on each raft, along with coordination and information reception forces, ensuring timely rescue. Rescue teams prioritize reaching households in remote locations and areas with fast-flowing water, and evacuating the elderly and children from dangerous areas first.
Mr. Tran Hoa Nam, Vice Chairman of Khanh Hoa Provincial People's Committee, was present at the scene to directly direct the rescue work. The Vice Chairman requested that the forces absolutely not let people be isolated in floodwaters for a long time; at the same time, use flycams to continuously scan from above, and when detecting people in need of assistance, immediately notify the forces at the scene for timely rescue.
Many households said the water level rose so quickly that they were caught off guard. Ms. Le Thi Hai Ly (46 years old, Tay Nha Trang ward), who lives with her elderly mother and three small children, said the floodwaters suddenly rushed into her house and in just a few minutes, the water was up to her knees. “At around 3 pm, the rescue team came in on a jet ski to bring my children and mother out safely,” Ms. Ly said.

By late afternoon, the rain had temporarily stopped, but water from upstream continued to flow into the Cai Nha Trang River, and water levels in many places continued to rise. Authorities are setting up checkpoints in key areas to be ready to support in case of an emergency. Local authorities, police, army and militia have been mobilized to the maximum to evacuate people from flooded areas.
According to the forecast bulletin of Khanh Hoa Province's Hydrometeorological Station, in the afternoon and night of November 17, the whole province will continue to have moderate to heavy rain. The average rainfall is from 30 to 50mm, in some places over 100mm. It is forecasted that in the next 24 hours, the flood on Cai Nha Trang River will continue to recede slowly, at Dien Phu Station it will reach alert level 3 and will likely recede slowly. Other rivers and streams in the province are likely to maintain flood at alert level 3. On Cai Phan Rang River, the flood will continue to recede slowly, the flood peak at Tan My Hydrological Station is 39.33m, at Phan Rang Hydrological Station it is approximately alert level 3.
