Delegate Tran Huu Hau ( Tay Ninh ) said that organizational innovation or digital transformation will not be able to create breakthroughs if in each agency and each person there still exists a mindset of doubt, fear and the habit of looking at good things with a negative eye.
"We are living in a special time - when the entire political system is making a great revolution within itself," delegate Tran Huu Hau opened his speech.
According to him, in just a short time, the whole country has rearranged the entire political system and administrative units, demonstrating great determination and bold thinking.
"The four strategic pillars and breakthrough thinking of the Party being institutionalized by the National Assembly and the Government will certainly promote the entire political system to change its operating mechanism, arousing and promoting strong potentials for the country's development," he said.
However, the delegate also frankly pointed out that there are still many invisible and visible obstacles hindering this revolution - "seemingly small things, but containing big problems in thinking and action".

Small stories, big problems
He told the story of a young teacher at a large urban elementary school. After school, she asked the parents' permission to let three weak students stay for extra tutoring, completely free of charge. The parents were delighted, but when the principal found out, he suspected her of charging a fee and asked her to stop because it was "against the rules".
"Although the teacher explained clearly, the suspicious looks and gossip behind her made her lose the courage to continue her good deed. An innocent action that benefited the students and the school was extinguished just because of the habit of negative perception," Mr. Hau said.
From there, he recalled a memory from when he was Chairman of the People's Committee of Tay Ninh town. A young civil servant processed documents quickly and returned them to the people immediately, but was looked at suspiciously by his colleagues - "working so fast, there must be something behind it".
"I realize that when good people do not dare to do good work, when the apparatus cannot distinguish between good and bad people, then that apparatus has made serious mistakes and will certainly lead to stagnation and negativity," the delegate emphasized.
From that reality, local authorities have applied information technology to publicize the progress, responsibilities and work results of each official.
He expressed his agreement with the "3 public" motto that General Secretary To Lam directed: "Publicly announce progress, publicly announce responsibilities and publicly announce results so that people and society can monitor and accompany each other."
According to the delegate, implementing this principle well will help "good people strive to do better, weak people strive to do better".
Beware of mindless software and robotic bureaucrats
Delegate Tran Huu Hau also gave another example of the "invisible obstacles" in digital transformation. He told the story of a large enterprise in the cashew industry, with many member companies operating in many localities.
After the Covid-19 pandemic, a company in the ecosystem requested to temporarily suspend operations and was approved by the authorities. However, when the tax industry's data management system was integrated, the software automatically "warned risks" to the entire group. As a result, other branches were stopped from issuing invoices, even though they were operating normally and had a good reputation.
"Millions of dollars have been delayed, and delivery reputations have been questioned because of the writer's mindless software and mechanical officials. Regulations that are far from reality and applications that lack practical thinking have caused significant damage to businesses, people, and the country," he said.
According to delegate Tran Huu Hau, apparatus innovation, institutional reform or digital transformation are all big things, but will not bring about breakthroughs if we do not dare to look back at ourselves.
"To break down the barriers in every corner of society, the system and each individual, to liberate every resource, no matter how small, to contribute to the country's development, requires deep recognition and synchronous solutions," he concluded.
