The State Treasury requires the system to ensure salary payment for 100% of communes before September 15.

On September 10, the State Treasury (KBNN) informed that this agency has issued Official Dispatch No. 12/CD-KBNN, requesting directors of regional Treasury departments to direct their subordinate units to closely coordinate with commune-level units, ensuring that 100% of units complete opening accounts and paying salaries at the State Treasury before September 15.

According to the State Treasury, the dispatch was issued after the meeting of the Standing Committee of the Party Committee of the Ministry of Finance on September 9. The goal is to remove difficulties and obstacles in the arrangement of the organizational apparatus, administrative units and the operation of the 2-level local government model.

The issuance of this dispatch demonstrates the determination of the State Treasury in completing financial and budgetary tasks, ensuring the rights of cadres, civil servants and public employees at commune-level units during the implementation phase of the 2-level local government model.

According to statistics, as of September 9, 2025, out of a total of 55,965 commune-level units expected to transact with the State Treasury, there are still 475 units that have not opened accounts at the State Treasury (accounting for 0.85%) and 1,225 units that have not paid salaries (accounting for 2.33%).

To completely resolve the above situation, the Director of the State Treasury requested the directors of the State Treasury in the regions to speed up the progress of opening accounts and paying salaries, including: directing the functional departments and affiliated transaction offices to proactively coordinate with commune-level units to pay salaries to cadres, civil servants and public employees. The goal is to ensure that 100% of units complete opening accounts and paying salaries at the State Treasury before September 15.

At the same time, the State Treasury requires handling special cases such as: for units that have not been assigned a budget or have not appointed an account holder or chief accountant, the regional State Treasury needs to coordinate with the Department of Finance to report to the People's Committee of the province or city for direction on final handling.
