From the morning of October 27th, the water level on the Hoai River rose, flooding central streets such as Bach Dang, Nguyen Thai Hoc, Tran Phu, and Le Loi, causing significant difficulties for residents and tourists.
Rising floodwaters caused many sections of the street to be submerged to depths of 0.5 to over 1 meter. Local residents busied themselves raising their belongings and moving goods to upper floors to prevent damage.

Ms. Nguyen Thi Mai, a souvenir shop owner on Bach Dang Street, said: "From the night of October 26th, the Hoai River began to rise, overflowing into many streets in the Old Quarter, causing deep flooding. Many businesses spent the whole night moving their goods to higher ground to avoid damage."
On the morning of October 27th, the Hoi An ward authorities mobilized forces to assist residents in relocating their belongings and ensure traffic safety on waterways and roads.
In areas with deep flooding and low-lying land, authorities have cordoned off the area with warning tape to prevent residents and tourists from approaching. The People's Committee of Hoi An ward also advised people to limit travel on deeply flooded roads to ensure safety.
