On July 2nd, the Central Economic Committee, in collaboration with the Ho Chi Minh National Political Academy and the Social Policy Bank, organized a scientific seminar titled "Orientation, tasks, and solutions to further strengthen the Party's leadership over social policy credit in the new context."

Associate Professor Dr. Nguyen Hong Son, Deputy Head of the Central Economic Committee; Mr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics; Mr. Dao Minh Tu, Member of the Board of Directors of the Social Policy Bank, Permanent Deputy Governor of the State Bank of Vietnam; and Mr. Duong Quyet Thang, Member of the Board of Directors of the Social Policy Bank, General Director of the Social Policy Bank, co-chaired the workshop.

The workshop was also attended by more than 200 delegates, including representatives from various ministries and departments; leaders from local authorities; experts, scientists , and managers; universities; and businesses.

In his opening remarks at the workshop, Associate Professor Dr. Nguyen Hong Son, Deputy Head of the Central Economic Committee, emphasized that the goal of achieving social progress and equity is a consistent and overarching policy of the Party. Social policy credit is an innovative solution with profound humanistic values ​​and is well-suited to the Vietnamese context.

According to Mr. Son, Directive No. 40-CT/TW, dated November 22, 2014, of the XI Party Central Committee on strengthening the Party's leadership over social policy credit, has met the aspirations of the people, consolidated the people's trust in the Party and the State, and contributed to achieving the goals of rapid and sustainable poverty reduction, job creation, human resource development, narrowing the development gap, ensuring social security, political stability, national defense and security, and socio-economic development in accordance with the socialist orientation.

"Over the 10 years of implementing Directive No. 40-CT/TW, although many encouraging results have been achieved, social policy credit activities still have many limitations, difficulties, and obstacles that need to be overcome," Mr. Son said.

To provide more scientific and practical basis for the preparation of the Summary Report on Directive No. 40-CT/TW to be submitted to the Party Central Committee, Mr. Son suggested that delegates focus their discussions on clarifying the meaning, role, and importance of social policy credit in implementing the Party's guidelines and policies on national development in accordance with the socialist orientation, thereby highlighting the creativity, profound humanistic nature, and socialist character of social policy credit.

In addition, the focus will be on issues such as the role of social policy credit in promoting economic development, creating jobs, increasing income, and ensuring social security. This includes implementing national target programs; ensuring social order and safety; and implementing the Comprehensive Financial Strategy. The analysis and discussion will further clarify the achievements, limitations, difficulties, obstacles, causes, and lessons learned during the implementation of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW, such as difficulties regarding capital sources, mechanisms and policies for loan recipients, loan amounts, loan sectors, and coordination among relevant parties.

At the same time, Mr. Son suggested analyzing, discussing, and clarifying the new domestic and international context, especially the domestic context and the issues facing social policy credit, in order to contribute to achieving the set goals of sustainable poverty reduction, job creation, improving the quality of human resources, protecting the environment and effectively adapting to climate change, stabilizing society, and promoting socio-economic development.

Mr. Son also requested delegates to propose tasks and solutions to improve the quality, effectiveness, and sustainability of social policy credit, especially new perspectives, mechanisms, and policies to further strengthen the Party's leadership over social policy credit in the new context; and to effectively implement the solutions outlined in Directive 40-CT/TW and Conclusion No. 62-KL/TW.

Based on this workshop, the Central Economic Committee will record and incorporate as many of the exchanged opinions, discussions, and suggestions as possible, as well as thoroughly study all relevant documents, presentations, and specialized reports, in order to synthesize and refine them for the purpose of developing the draft plan to summarize Directive No. 40-CT/TW dated November 22, 2014, of the XI Party Central Committee.
