Strengthening the Party's leadership and State management in mobilizing and using social policy credit capital sources

On August 7th, the Standing Committee of the Provincial Party Committee listened to and commented on the situation regarding the management, mobilization, and use of social policy credit funds in accordance with Directive 40-CT/TW dated November 22, 2014, of the Party Central Committee on "strengthening the Party's leadership over social policy credit" and Conclusion No. 06 dated June 10, 2021, of the Party Central Committee on continuing to implement Directive 40, along with several other important issues. Immediately after the Party Central Committee issued Directive 40-CT/TW on November 22, 2014, on "strengthening the Party's leadership over social policy credit," Party committees at all levels, local governments, the Fatherland Front, political and social organizations, all levels and sectors, and the Provincial Social Policy Bank actively, seriously, and effectively implemented the directive in all communes, wards, and towns throughout the province.

In implementation of Conclusion No. 06-KL/TW dated June 10, 2021, of the Party Central Committee on continuing to implement Directive No. 40-CT/TW of the Party Central Committee, on June 26, 2022, the Standing Committee of the Provincial Party Committee issued Directive No. 26 on continuing to implement Directive No. 40-CT/TW dated November 22, 2014, of the Party Central Committee on strengthening the Party's leadership over social credit policies in Quang Ninh province.

As of July 31, 2023, entrusted funds from local budgets channeled through the Social Policy Bank amounted to over 1,020 billion VND, accounting for 23% of the total capital, an increase of 984 billion VND and 28 times higher than before the issuance of Directive No. 40, ranking 7th nationwide in terms of entrusted capital.

Through simplified loan procedures for production and business development, appropriate loan amounts and repayment methods, preferential interest rates, and long repayment periods, the poor and policy beneficiaries have gradually changed their perceptions in a positive direction, using capital responsibly, repaying debts on time, creating jobs, and increasing income, especially in rural, mountainous, and ethnic minority areas; the capital is preserved and utilized effectively.

During the period 2014-2023, central and local policy credit funds focused on investment contributed to helping over 30,000 households escape poverty and near-poverty sustainably; creating, maintaining, and expanding jobs, and increasing income for over 97,000 workers. Specifically, from the beginning of 2023 to the present, nearly 2,200 new jobs have been created; nearly 2,900 disadvantaged students have received loans for their studies; 118,000 clean water and sanitation projects have been built in rural areas, along with 2,600 houses for poor households and policy beneficiary families; over 430 businesses and workers have received loans for vocational retraining; and more than 4,100 workers in ethnic minority, border, and island areas have accessed local budget funds to develop production. In 2022, Quang Ninh completed the new rural development program at all three levels and achieved the national target program for sustainable poverty reduction for the 2021-2025 period three years ahead of schedule. The lives of the people have continuously improved, rapidly narrowing the gap between regions within the province.

The Standing Committee of the Provincial Party Committee highly appreciated the effective performance of the Social Policy Bank under the direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, especially after the issuance of Directive No. 26 of the Standing Committee of the Provincial Party Committee on continuing to implement Directive No. 40-CT/TW of the Central Party Secretariat on strengthening the Party's leadership over social policy credit in the province.

Through discussion, the Standing Committee of the Provincial Party Committee unanimously agreed that in the coming period, it is necessary to strengthen the leadership of the Party and the management of local governments at all levels regarding the mobilization, management, and use of social policy credit funds. This should be done by reviewing and maximizing the number of eligible beneficiaries of social policy credit activities to sustainably expand the number of beneficiaries of social policy credit funds in accordance with the law. The goal is to create jobs, improve income and quality of life for the people; promote production development; achieve social security, social equity, social progress, narrow regional disparities, and reduce the gap between rich and poor, in conjunction with national and provincial target programs.

The Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee, localities, and relevant departments and agencies to closely coordinate with the Social Policy Bank to review the subjects under the Central Government's regulations and Quang Ninh province's regulations, especially poor and near-poor households that have recently escaped poverty according to the Central Government's criteria; newly emerging poor and near-poor households according to the province's new criteria; and communes, villages, and hamlets that have recently moved out of the category of extremely difficult areas but are still included in Program 06. This is to carefully calculate the subjects, tasks, needs, funding sources, and the roadmap for allocating sufficient financial resources from the local budget in accordance with legal regulations; and to strengthen management through a centralized and unified model, maximizing the capacity, experience, and system of the Social Policy Bank to ensure the safety of capital in accordance with the objectives.

Consider and study the proposals at the conference regarding the expansion of the target groups eligible for social policy credit, such as newly poor and near-poor households according to the province's new standards; households engaged in production and business in mountainous, border, and island areas associated with sustainable forestry and fisheries development; families with drug addicts or reformed offenders; small and medium-sized enterprises; and cooperatives.

Continue to strengthen the organizational structure of policy banks at all levels to ensure effective and efficient operation, adherence to Party regulations and State laws, proper management and use of capital for the intended purposes, and lending to the correct target groups; enhance the responsibility of communes in identifying eligible borrowers.

On the same day, the Standing Committee of the Provincial Party Committee also listened to and gave opinions on many other important issues.
