Special session of the Provincial People's Council, term XII, 2021 - 2026

(kontumtv.vn) – “This is the last session and up to this point it can be affirmed that the Kon Tum Provincial People's Council for the 2021-2026 term has successfully completed its assigned tasks, clearly demonstrating its role in supervising compliance with the Constitution and laws and considering and deciding on important local issues, actively contributing to promoting the socio-economic development of the province” is the statement of Central Party Committee member, Provincial Party Secretary, Chairman of the Provincial People's Council Duong Van Trang at the Special Session of the Provincial People's Council, term XII, term 2021-2026 on the afternoon of June 24.

Co-chairing the meeting were Standing Vice Chairman of the Provincial People's Council Nguyen The Hai and Vice Chairman of the Provincial People's Council Nghe Minh Hong. Attending the meeting were Deputy Secretary and Chairman of the Provincial People's Committee Le Ngoc Tuan; Chairman of the Provincial Vietnam Fatherland Front Committee Y Thi Bich Tho; and leaders of departments, agencies, districts, and cities.

At the session, provincial People's Council delegates voted to approve 12 resolutions focusing on revenue and expenditure, budget allocation, public investment plans, and the implementation of national target programs. These resolutions form the basis for socio-economic development in the former Kon Tum province after its merger into the new Quang Ngai province. Specifically, these include: a Resolution on the implementation of the National Target Program for New Rural Development in the 2021-2025 period in Kon Tum province; a Resolution on the settlement of the local budget and allocation of budget surplus for 2024; a Resolution on adjusting the local budget estimate and the provincial budget allocation plan for 2025; a Resolution on adjusting the medium-term public investment plan for the 2021-2025 period; and a Resolution on adjusting and supplementing the local budget investment plan for 2025. Resolutions concerning the adjustment of capital plans and the allocation of capital plans for the implementation of the National Target Program for New Rural Development in Kon Tum province; Resolutions promulgating policies to support officials, civil servants, and employees in Kon Tum province relocating to work at the new provincial-level administrative and political center; and other matters.

In his closing remarks at the session, Central Committee member, Provincial Party Secretary, and Chairman of the Provincial People's Council Duong Van Trang requested that the former headquarters of Kon Tum province be utilized as the headquarters of the new communes and wards; he emphasized the importance of properly managing and transferring public assets upon relocation to the new province. Provincial Party Secretary and Chairman of the Provincial People's Council Duong Van Trang requested that the Standing Committee of the Provincial People's Council promptly issue a Resolution designating the positions of Chairman, Vice Chairman, and Head of the People's Council Committees at the commune level; Chairman, Vice Chairman of the People's Committee at the commune level; and People's Council representatives at the commune level after the reorganization. He also requested that the compilation of voters' opinions and recommendations be completed soon and handed over to the new Provincial People's Committee for consideration, processing, and response to voters. The Provincial Party Secretary requested that the Provincial People's Committee proactively coordinate with the Quang Ngai Provincial People's Committee to ensure the continued implementation of these resolutions upon the establishment of the new Quang Ngai province; and that the policies and regulations under Government Decrees No. 178 and No. 67 be implemented effectively and promptly. Provincial Party Secretary and Chairman of the Provincial People's Council Duong Van Trang directed: “ Firstly, attention should be paid to the following key issues. Firstly, direct communes to decisively and synchronously implement solutions to accelerate the progress of tasks under national target programs, striving to disburse 100% of the 2025 capital plan in accordance with the directives and requirements of the Prime Minister . Secondly, after the new Quang Ngai province officially comes into operation, immediately implement the Resolution of the Provincial People's Council on supporting cadres, civil servants, and workers in Kon Tum province to relocate to work at the new Quang Ngai Provincial Political-Administrative Center, in order to promptly encourage morale, stabilize thinking, and alleviate immediate difficulties for these individuals.”

At the final session of the Kon Tum Provincial People's Council, 12th term, 2021-2026, on behalf of the Provincial People's Council, Standing Vice Chairman of the Provincial People's Council Nguyen The Hai and Standing Vice Chairman of the Provincial People's Committee Y Ngoc presented flowers and gifts, expressing gratitude and appreciation for the great contributions of Central Committee Member, Provincial Party Secretary, and Chairman of the Provincial People's Council Duong Van Trang and Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Le Ngoc Tuan to the construction and development of Kon Tum province in the past./.
