Signed to receive bonus but only received notebook
Previously, Mr. Nguyen Ba Hao, principal of Thai Phien High School, Da Nang , let 654 excellent students in grades 10 and 11 in the 2022-2023 school year sign to receive a bonus of 200,000 VND/student, but they received 20 notebooks.
Parents claimed that the market price of each notebook the children received was 6,000 VND and asked the principal for an answer. Mr. Hao did not give a satisfactory answer, so some teachers sent a petition to their superiors.
In June 2024, the leader of the Department of Education and Training of Da Nang responded that Mr. Hao had a contract to buy notebooks for 138.4 million VND, 13,840 notebooks with a unit price of 10,000 VND/book. Mr. Hao directly decided and purchased the notebooks but did not bid through the national bidding network.
The leaders of the Da Nang Department of Education and Training concluded that allowing students to sign for cash instead of notebooks was not in accordance with the payment records. Therefore, Mr. Hao was required to return the entire amount of 138.4 million VND. for students who signed for money but received notebooks.
Frustrated to exchange notebook for bonus but not get it
On July 24, 2024, Mr. Hao issued an official dispatch notifying excellent students who received the prize notebooks last year to come to school to exchange their notebooks and receive cash. The deadline is August 15, 2024. However, when students brought their notebooks to school, many of them could not exchange them.
N., an 11th grade student in the 2022-2023 school year, said: "The reward is 20 notebooks that I received more than a year ago. Because the paper is thin, I can't use it, but I have already peeled off the mirror layer covering the notebooks, so I can't exchange it."
N. said many other students were like him. One student burst into tears when confronting the teacher.
In response to students' frustration with the solution, on August 7, 2024, Principal Nguyen Ba Hao continued to issue an official dispatch announcing the suspension of exchanging notebooks to receive money as previously announced, postponing it until the beginning of the 2024-2025 school year.

Ms. A., the homeroom teacher of grade 11, said: "This is a reward for the students' efforts in studying, but they are embarrassed and resentful to take those reward notebooks to exchange for money, and then are made difficult."
Ms. A. said that both documents about exchanging notebooks for money and stopping exchanging notebooks were posted on the school website, without notifying homeroom teachers; students and teachers rarely visit this website.
Responding to Tuoi Tre Online , Mr. Hao said: "At first, I exchanged notebooks for money, but many students had received them for a long time and had used them so they were no longer intact. I announced that I would stop exchanging notebooks. At the beginning of the new school year, I will let the students come and sign to receive money, but it is not convenient now during summer vacation."
Ms. Le Thi Bich Thuan, Director of the Department of Education and Training of Da Nang, said: "Currently, the principal of Thai Phien High School is taking corrective actions according to the Department's conclusions. The corrective action cannot be taken in a day or two. The Department will learn more about the corrective steps from Mr. Hao."
