One of the contents of the Party of Marxism-Leninism and also the practice of the moral revolution is communist morality. According to V. Lenin: "Communist morality is to help human society escape from the exploitation of labor. That is to contribute to destroying the old society of the exploiters, contributing to uniting all the working people around the proletariat to create a new society". V. Lenin believes that the communist moral standard of a party member is to have enough qualifications and qualities worthy of being a leader of the people, a leading example in the cause of liberation struggle for the good values of people and society.
Ho Chi Minh inherited and created that ethical content on the basis of the traditional ethical values of the nation and the practice of the Vietnamese revolution. He proposed and built a new ethical foundation, revolutionary ethics. He affirmed that the role and cause of the Party can only be established, maintained and developed thanks to clear intelligence, steadfast ideology, pure ethics, and tight organization on the basis of revolutionary ethics. According to him, revolutionary ethics is the root "a tree without roots will wither"; is the source "a river must have a source to have water, without a source the river will dry up", is the foundation because "without a foundation, if you are corrupt and evil, what can you do?"
The “foundation” of revolutionary ethics lies in “moral standards”. That is the quality that cadres and party members must possess; it is the scale of values, the yardstick to evaluate and consider the moral qualities of cadres and party members; it is the orientation to cultivate and train to be worthy members of a true revolutionary party. Failure to meet those standards will inevitably lead to degradation, loss of people’s trust and a decline in fighting spirit – the decisive factor in the Party’s leadership and ruling role.
Right from the time of preparing to establish the Party, Ho Chi Minh pointed out the basic qualities of a revolutionary in the relationships: with oneself, with others and with work. During the process of the Party leading the struggle for national liberation and building a new government, he supplemented and clarified the basic content of revolutionary ethics. He required revolutionaries to possess all the following qualities: loyalty to the country, filial piety to the people, working hard for the Party; diligence, thrift, integrity, impartiality; love for people, all for the people; and a pure international spirit. At the same time, he also warned that lacking or being weak in one quality would lead to mistakes and failures. To do so, revolutionaries must constantly practice and cultivate the revolutionary qualities of "wealth cannot seduce, poverty cannot shake, power cannot subdue".
Ho Chi Minh left us an example of revolutionary morality of the Communist, which is the spiritual foundation and cultural value of the Vietnamese people. It is his example and moral ideology that have contributed significantly to the belief and following of generations of cadres and party members in the struggle for national liberation as well as in the work of building a new regime and a new moral life. However, the development of the country in the current period, although having achieved great and comprehensive achievements, is also facing great challenges that have a profound impact on social morality in general, including the morality of cadres and party members.
The issue of building ethics for cadres and party members has been focused on but has not yet met the requirements, not commensurate with the importance of the work of building and rectifying the Party. The state of moral degradation of a number of cadres and party members has caused public outrage. The current state of moral degradation is tarnishing honor and shamelessness, which is very worrying. Moreover, its nature is also concealed with a sophisticated camouflage by all means.
Moral degradation is caused by many reasons, first and foremost in the training and self-cultivation, sense of responsibility of cadres and party members, along with the lack of drastic and synchronous measures of organizations and management agencies. The market mechanism, along with the moral degradation in society, along with the exchange of many cultural streams in the context of integration and development of technology, have had an internal impact. That has placed new and higher demands on our Party as the leading Party, the ruling Party. To maintain and enhance the Party's leadership role; to make the Party worthy of being moral, civilized, and the noble embodiment of the conscience and dignity of the Vietnamese people and nation; to raise the country's position in the international arena, requires the Party's cadres and party members to take the lead, be exemplary and pioneers in the new struggle, to be truly moral and intelligent on the foundation and legacy of Ho Chi Minh's morality.
First of all, each cadre and party member must deeply understand the need to study and follow Ho Chi Minh's ideology, morality and style. This is considered the responsibility and intrinsic requirement of each cadre and party member. Promoting self-awareness and proactively cultivating and improving morality must become a training need of each cadre and party member so as not to lose themselves to the temptation of fame and money; it is the fundamental factor that creates the sustainability of Party building in terms of morality.
Ho Chi Minh warned of the dangers of the ruling Party: “Ideological corruption, division, arrogance, contempt for the people, and falling into individualism”. Therefore, in today’s rapidly changing society, proactively and actively fighting against degradation within cadres, party members, and within the Party has become a practical requirement in studying and following Uncle Ho. It requires cadres and party members to keep a bright mind, a steadfast spirit, political sensitivity, and the alertness to overcome themselves, maintain integrity and cultural personality in the face of all temptations to be worthy of the glorious Party and the trust and love of the people.
The establishment of ethical standards for cadres and party members must be suitable to new conditions and new thinking based on the foundation of good cultural traditions and the character of communists. That is, being loyal to the Fatherland; being filial to the people; implementing the Party's policies and guidelines well; being diligent, thrifty, honest, upright, impartial, and selfless; democratic, creative, honest, and progressive...
We must consider the sacrifice and striving to serve the people as the root of moral standards. We need to raise the people's knowledge, cultivate political culture, take care to improve all aspects of life, and at the same time be democratic and listen to the people's opinions. We must encourage and respect the people's supervision; we must not be arrogant, aloof, insensitive, or act like revolutionary mandarins; we must encourage the people to "open their mouths", sincerely accept the people's suggestions, combine words with actions, and set an example for the people.
The people of all walks of life follow the Party and believe in the Party first of all through the actions and examples of each cadre and Party member. Therefore, the important content in the current Party building and rectification work that needs utmost attention and top priority is to continue to train, consolidate and improve the revolutionary ethics of cadres and Party members following the moral example of Ho Chi Minh. Our Party is very proud to have leader Ho Chi Minh, who is a shining example of the ethics and character of a communist. That precious legacy is very important and needs to be promoted in the current Party building and rectification work so that our Party can maintain its prestige and trust among the people, and assume the role of revolutionary leadership in new conditions to realize the aspiration of building a prosperous and prosperous country.
