Faced with complicated flood developments in the province, Lam Dong Department of Agriculture and Environment requested irrigation reservoirs to proactively operate safely to ensure safety of works and prevent flooding in downstream areas.

On the morning of October 28, the Department of Agriculture and Environment of Lam Dong sent a document to Binh Thuan Irrigation Works Exploitation Company Limited and the People's Committees of communes and wards in the Southeast region of the province, requesting proactive operation of irrigation reservoirs to respond to floods, ensure safety of works and prevent flooding in downstream areas.

Lam Dong Department of Agriculture and Environment requested the General Director of Binh Thuan Irrigation KTCT Company to proactively monitor and continuously update the weather, hydrometeorological situation, and water storage levels of reservoirs. At the same time, update the plan to ensure safety and operate irrigation works in accordance with hydrometeorological forecast information.

Organize inspections and reviews of the safety of irrigation works and deploy plans to ensure the safety of reservoirs and dams in accordance with the development of rain and floods; focus on directing the operation of irrigation reservoirs, ensuring the safety of works in the downstream area, especially in emergency flood discharge situations. Organize the operation of irrigation reservoirs managed and exploited by the unit in accordance with the reservoir operation procedures approved by competent authorities; proactively operate reservoirs with sluice gates at the level of proactive flood reception, ensuring no unusual flood discharge causing insecurity for the downstream area.

During the operation and regulation of reservoirs, it is necessary to promptly report to local authorities in the downstream areas of the reservoirs to have appropriate plans and solutions. Be on duty seriously and closely monitor the developments and weather conditions.

Lam Dong Department of Agriculture and Environment requested the People's Committees of relevant communes and wards to closely monitor the developments of floods, warning bulletins, and weather forecasts to proactively prevent and ensure the safety of people's lives and property. Localities need to maintain regular communication, promptly handle adverse situations, and proactively develop plans to respond to floods and operate reservoirs, and notify downstream areas early before releasing floodwaters to minimize damage.

At the same time, it is required to closely coordinate with Binh Thuan Irrigation Works Exploitation Company Limited in regulating and operating the reservoir; informing and warning people in the downstream areas to raise their vigilance and prepare appropriate preventive measures. Localities need to be ready with forces, means and equipment according to the "four on-the-spot" motto, absolutely not allowing passivity or surprise when an emergency occurs.

It is known that in recent days, moderate to heavy rain has occurred in Lam Dong province over a wide area, causing the water level in many irrigation reservoirs to increase rapidly. Rainfall measured in the past 24 hours at some stations such as: Phan Thiet 150mm, Muong Man 156mm, Ham Kiem 68mm, Hong Son 72mm, Phan Son 143mm, Ham Can 70mm, Tan Lap 90mm, D'Ran 102mm, Don Duong 88mm, Di Linh 73mm...

In the basins of reservoirs such as Song Quao, Song Luy, Nui Dat, Long Song, Phan Dung, Song Khan, Ca Giay, Suoi Da, Ba Bau... moderate and heavy rains were recorded, the water flow into the reservoirs is increasing and is forecast to continue to increase. Currently, the overflow flow at the reservoirs ranges from 20m³/s to 260m³/s, posing a risk of local flooding in the downstream areas if heavy rain continues.

According to the Department of Agriculture and Environment of Lam Dong province, as of the morning of October 28, the flood had caused an estimated damage of about 4.5 billion VND. Unfortunately, one person died after being swept away by floodwaters in Gian Dan village, D'Ran commune.

The victim was teacher NHBH (born 1999), a teacher at Ka Do 2 Primary School. After many hours of searching, Ms. H's body was found by authorities and local people at around 4 a.m. on October 28.
