Quang Tri leaders direct site clearance for North-South high-speed railway

Large volume of site clearance, many difficulties arise

According to the report of the Quang Tri Department of Construction, the North-South high-speed railway project has a total length of 1,541 km, of which the section passing through Quang Tri province is 190.68 km long, occupying more than 1,871 hectares of land. The route passes through 35 communes and wards, with 2 passenger stations in Dong Son ward and Nam Dong Ha ward, and 4 maintenance stations.

The volume of land clearance in the province is quite large, with about 7,248 households affected. Of these, 3,060 households must be resettled. The whole province also has more than 21,000 graves within the project scope. To implement the land clearance, it is expected that 29 new cemeteries and 51 resettlement areas will be needed, with a total estimated cost of more than VND 18,800 billion.

Currently, the project is implementing items related to the construction of resettlement areas, the situation of capital allocation, reviewing the route and the system of works on the route. However, the implementation process still has many difficulties such as the construction of cemeteries not specified in Resolution 172/2024/QH15; slow progress in handing over land acquisition piles affecting the progress of compensation, support and resettlement payments; lack of land fund for arranging residential land, agricultural land and mausoleum land fund in new cemeteries.

Prevent violations from occurring in the project area

To ensure the overall progress, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam agreed to assign the investor to carry out compensation, support and resettlement for the section passing through Quang Tri province according to the proposal of the Department of Construction.

Provincial leaders requested communes and wards with railway lines passing through to carefully prepare necessary conditions, promptly issue detailed implementation plans and strengthen field management. Control of land clearance boundaries and prevention of illegal construction in the planning area are required to be strictly implemented.

The Department of Finance is assigned to take the lead in advising on the strict management of allocated capital, ensuring its proper use and compliance with regulations. At the same time, the Department of Finance coordinates with localities to guide and advise the Provincial People's Committee on plans to provide capital for the construction of resettlement areas.

Along with that, the Provincial Youth Union was assigned to support Tan My commune in providing documents, verifying the origin and land use purpose of households within the scope of the An Ma Youth Village Project. The Department of Construction continued to advise the Provincial People's Committee to work with relevant ministries and branches to unify the route and list of works on the route through Quang Tri.
