Lao Cai is ready for the groundbreaking ceremony of the inter-regional railway line.

On December 11th, the People's Committee of Lao Cai province held a meeting to discuss preparations for the commencement of Component Project 1 of the Lao Cai - Hanoi - Hai Phong railway line project.

The conference was attended and chaired by Mr. Nguyen The Phuoc, Standing Vice Chairman of the People's Committee of Lao Cai province; also present were the Railway Project Management Board and representatives from relevant departments and agencies.

According to the plan, the groundbreaking ceremony is scheduled for December 19, 2025, at Lao Cai Station. Lao Cai Station is expected to be the main location for the project, broadcast live on VTV, while other locations will hold their ceremonies online.

The Railway Project Management Board stated that reports, press releases, program scripts, and site preparations have been largely completed; the site for the groundbreaking ceremony is ready for implementation, and ceremonial items and equipment are being urgently finalized.

At the meeting, the Project Management Board requested the People's Committee of Lao Cai province to assign a focal point for coordination among agencies; support the reception of international and central government guests; ensure security and order, coordinate traffic, and connect the transmission lines for live television broadcast.

Representatives from the event organizing unit reported on the organizational plan and proposed improvements to aspects related to the program title, guest list, delegate introduction process, and television broadcasting technical support.

The delegates discussed the number of guests, reception arrangements, security, ceremonial arrangements, and traffic management during the event.

Concluding the meeting, the Standing Vice Chairman of the Lao Cai Provincial People's Committee, Nguyen The Phuoc, emphasized that this is an important event for the localities through which the project passes. He requested that relevant departments and agencies continue to coordinate closely with the Railway Project Management Board to finalize the organizational plan. He also requested that the program name be finalized soon, the guest list be completed, seating arrangements be made appropriate, and a concise yet impressive artistic program be prepared.

The People's Committee of Lao Cai province also assigned the Office of the People's Committee of Lao Cai province to coordinate with the Department of Agriculture and Environment of Lao Cai to complete the land allocation procedures for the Project Management Board before December 17, 2025; requested the event organizer to revise the background image of the Lao Cai train station to highlight the scale of the project, and to complete the sound, lighting, and backup generator system.

Telecommunications units were tasked with ensuring signal transmission; press agencies coordinated with VTV to prepare content for the live broadcast; and the police force and Lao Cai ward were responsible for security, traffic management, parking arrangements, and environmental sanitation. Lao Cai ward was also required to beautify the urban area, hang flags and banners, and clean the area where the groundbreaking ceremony was held.
