During these historic days of May, the entire nation turns its attention to commemorating President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2024), and reflects on the positive activities of Lao Cai province in building historical sites associated with President Ho Chi Minh 's activities in Lao Cai and Kunming (Yunnan - China), moving towards forming a "red address" route following in his footsteps.
Lao Cai holds a strategically important geopolitical position, serving as a bridge on the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor. Because of this strategic location, a railway line extending from the Hai Phong seaport to Kunming city (Yunnan, China) was built and operated along its entire length starting in 1910. Many Vietnamese expatriates and workers settled and worked at stations along the railway line from Hekou to Kunming, such as Nghi Luong, Khai Vien, Bich Sac, Chi Thon, and in Kunming itself. This formed the basis for the establishment of Vietnamese Party organizations in Yunnan. In early 1940, Nguyen Ai Quoc, under the pseudonym Ong Tran, began operating in the Kunming area and at railway stations along the Hekou-Kunming railway line with the aim of propagating revolutionary ideas among expatriates and railway workers, and training Vietnamese communist fighters such as Vu Anh and Le Tung Son.
In 2019, Lao Cai province established a delegation of officials, experts, and media personnel to conduct a survey of sites where President Ho Chi Minh was active in Yunnan, aiming to connect the historical route with the "2 Countries - 6 Destinations" golden tourism tour that had been launched not long before. These were crucial first steps in laying the groundwork for connecting and building a Ho Chi Minh heritage route linked to the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor. However, due to the impact of the Covid-19 pandemic, activities promoting the connection of the Ho Chi Minh Trail in Yunnan were temporarily suspended.

In August 2022, Lao Cai province, in coordination with the Vietnamese Consulate General in Kunming, hosted the international academic conference "Ho Chi Minh's Legacy and Vietnam-China Relations in the New Era," using a hybrid format combining in-person and online participation. The Lao Cai branch included representatives from the Department of Cultural Diplomacy and UNESCO - Ministry of Foreign Affairs; the Department of International Cooperation, General Department of Tourism - Ministry of Culture, Sports and Tourism; the Ho Chi Minh Museum; and experts and researchers on President Ho Chi Minh. The conference focused on discussing plans for the restoration and display of the Ho Chi Minh Memorial Site in Kunming (Yunnan Province). This site has become a significant landmark, connecting tourism between Lao Cai (Vietnam) and Yunnan (China). The success of the conference facilitated the Vietnamese Consulate General in Kunming to strongly promote the restoration and display of the Ho Chi Minh Memorial Site in Wuhua District (Kunming). To date, this has become a destination for delegations of Party and State leaders, as well as Vietnamese organizations and individuals, when they come to Kunming for work, tourism, or other purposes.

Immediately after the Ho Chi Minh Memorial Site in Lao Cai (Lao Cai Ward, Lao Cai City, Lao Cai Province) was classified as a National Monument (Decision 892/QD-BVHTTDL dated April 15, 2022, of the Ministry of Culture, Sports and Tourism), Lao Cai province directed relevant agencies and localities to plan and manage the site, and build a memorial house dedicated to President Ho Chi Minh within the monument's space. In September 2023, commemorating the 65th anniversary of President Ho Chi Minh's visit to the Party Committee, government, and people of Lao Cai province, the Ho Chi Minh Memorial House was inaugurated and put into operation.

The memorial house, arranged under the guidance of experts from the Ho Chi Minh Museum, preserves the traces of President Ho Chi Minh's life and activities, as well as his affection for the people and soldiers of Lao Cai province, and the affection of the people of Lao Cai for him. The Ho Chi Minh Memorial House in Lao Cai has become a connecting point on the journey of historical sites linked to Ho Chi Minh's legacy along the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor. It also serves as a strong spiritual anchor for cadres, Party members, and the people of Lao Cai province – a historical site for educating the younger generation about revolutionary ideals and traditions.
These activities also mark Lao Cai's achievements in organizing and implementing the task of honoring President Ho Chi Minh - a cultural figure - in Vietnam's foreign cultural strategy.
