Besides receiving unemployment benefits, workers receiving unemployment benefits in Ha Tinh are also entitled to many other benefits, especially vocational training support, but they are still not enthusiastic about this policy.

The nail technician training course for unemployed workers receiving unemployment benefits is organized by the Ha Tinh Employment Service Center.

After working as an accountant for a company in Vinh City ( Nghe An province) for 7 years, for various reasons, Ms. Dau Thi Kieu Nga from Xuan Hai commune, Nghi Xuan district, resigned from her job in early 2023. In February 2023, Ms. Nga went to the Ha Tinh Employment Service Center to complete the procedures for receiving unemployment insurance benefits.

When she came to complete the procedures, Ms. Nga was advised and introduced to free vocational training. The trades introduced included: tailoring, food processing techniques, beverage mixing, nail care (manicure and pedicure)... Afterwards, Ms. Nga decided to study nail care at the Ha Tinh Employment Service Center.

After completing vocational training, Ms. Dau Thi Kieu Nga from Xuan Hai commune, Nghi Xuan district, will change professions to ensure a stable income and a secure livelihood.

Ms. Nga said: "With a monthly allowance of 1.5 million VND, I'm not too worried about the cost of vocational training. After completing the course and receiving a certificate, I will change professions to earn more income and secure my livelihood."

Similar to Ms. Dau Thi Kieu Nga, Ms. Le Thi Thanh Mai from Ky Phuong ward, Ky Anh town, recently quit her job at a health station after 12 years of service. Ms. Mai said: “Initially, I came here to receive guidance on the procedures for receiving monthly unemployment benefits. When I was introduced to vocational training, I immediately registered. After completing the course with nail art skills, I will go to work abroad and hope to earn a high income.”

Unemployment beneficiaries who participate in vocational training will receive a monthly allowance of 1.5 million VND for 6 months.

However, these are just two of the very few unemployed workers who received vocational training support to find new jobs. According to statistics from the Ha Tinh Employment Service Center, from the beginning of 2023 to the present, 3,435 workers have received unemployment benefits. However, only nearly 79 people registered for vocational training and received training support.

Explaining why unemployed workers receiving unemployment benefits are indifferent to vocational training support policies, Mr. Ho Anh Tu - Head of the Unemployment Insurance Department (Ha Tinh Employment Service Center) said that the majority of unemployed people are unskilled laborers in fields such as garment, footwear, and construction, making it difficult to provide job counseling suitable to their skill level; some businesses still have outstanding social insurance debts, leading to workers not having enough time to register for unemployment benefits.

In addition, vocational training is hampered because training facilities are unable to arrange classes, preventing workers from participating in courses such as B2 driving, C driving, and excavator operation.

Workers who come to the Ha Tinh Employment Service Center to file for unemployment benefits receive counseling, vocational training, and job placement assistance.

According to Mr. Ho Anh Tu, in order to help workers understand the unemployment insurance policy correctly and fully, in the coming time, the Ha Tinh Employment Service Center will continue to promote propaganda in various forms about the new points in the regulations on vocational training for the unemployed to businesses and workers...

Strengthening counseling, job placement, and vocational training support for unemployed workers to participate in training courses and skill development programs will help overcome the situation where workers only receive unemployment benefits.
