On the afternoon of August 9th, the Steering Committee for the construction of housing for the poor and those facing housing difficulties in Ha Tinh province, funded by the Ministry of Public Security and other sources (referred to as the Provincial Steering Committee 630), held a conference to implement several measures to support the construction of houses for the poor and those facing housing difficulties. The program to support the construction of 1,000 houses for the poor and those facing housing difficulties is being initiated by the Ministry of Public Security, which is soliciting funding from businesses and philanthropists (50 million VND per house). To implement the construction, the Provincial Steering Committee 630 has agreed on an estimated cost of 87,248,000 VND per house. Of this amount, 50 million VND per house will be contributed by the Ministry of Public Security; 20 million VND per house will be allocated from the Provincial Relief Fund (managed by the Provincial Fatherland Front Committee); and the remaining 17 million VND will be raised by districts, cities, and towns through their own fundraising efforts.
Director of the Department of Construction Nguyen Quoc Ha provided information on construction materials sources and housing design.
Regarding the implementation schedule, the goal is to complete the construction of 1,000 houses in 2023, divided into two phases.
Phase 1: Review and approve the list of poor households and households facing housing difficulties that need support in the first phase, to be completed before August 12, 2023; implement the first phase of construction and hand over the houses to the people before September 12, 2023.
Phase 2: Conduct a second round of surveys and reviews of the list of poor households and households facing housing difficulties that need support, to be completed before September 20, 2023; implement the second phase of construction and hand over the houses to the people before December 31, 2023.
Colonel Nguyen Hong Phong - Director of the Provincial Police: We hope that departments, agencies, and localities will support, facilitate, and effectively coordinate the implementation of housing construction for the poor and disadvantaged, ensuring strict adherence to procedures, regulations, and quality standards.
At the conference, delegates discussed several difficulties and obstacles related to documentation and funding for the social mobilization of resources for housing construction from local authorities; they also analyzed and proposed solutions to ensure the timely and quality implementation of housing construction.
Concluding the conference, Chairman of the Provincial Fatherland Front Committee Tran Nhat Tan affirmed the humanitarian significance of the program to build 1,000 houses, initiated by the Ministry of Public Security and supported by philanthropists and sponsoring organizations.

The Chairman of the Provincial Fatherland Front Committee requested that units and localities take decisive action and coordinate effectively to ensure the quality and timely completion of housing construction.
Regarding financial support, localities need to flexibly mobilize social resources to support households, in addition to the funding provided by the Ministry of Public Security and the province; at the same time, relevant departments and agencies at the district level (the Fatherland Front, the District Police, and the Department of Labor, War Invalids and Social Affairs) need to coordinate more smoothly and effectively during the implementation process.
The Department of Finance and the Department of Construction need to promptly issue specific guidelines regarding settlement documents and implementation methods.
Regarding difficulties and obstacles at the grassroots level, localities and units are requested to immediately inform and report to the Provincial Steering Committee 630 for timely resolution.
On this occasion, representatives of the Provincial Steering Committee 630 received a symbolic donation of 700,000 bricks for housing construction for the poor and disadvantaged in the province, sponsored by Phu Hung Ha Tinh Investment and Construction Joint Stock Company.
