The draft Law on Artificial Intelligence (AI), presented at the 10th session of the National Assembly , marks a significant milestone: Vietnam now possesses its first legal framework specifically for AI, alongside laws on digital transformation and innovation.
According to Minister of Science and Technology Nguyen Manh Hung, AI is not simply an applied technology – “AI is the national intellectual infrastructure,” similar to infrastructures like electricity, telecommunications, or the Internet. With AI, Vietnam can create a significant advantage in manufacturing, healthcare, education, defense, governance, and business.

The passage of the AI Law is expected to pave the way for the establishment of a systematic intelligent infrastructure system: including a national supercomputing center, an open AI data repository, and flexible financing mechanisms for research – thereby strengthening digital sovereignty , promoting domestic innovation, and developing high-tech industries.
An important point emphasized is that the Law does not aim to restrict development, but rather to create a "flexible and safe" legal framework so that businesses and individuals can innovate and create – while the State can take measures to control risks and protect the common good.
With the legal framework expected to come into effect soon, Vietnam has the opportunity to join the group of pioneering countries in the world to enact its own laws on AI - along with countries such as the European Union (EU), South Korea, and Japan.
This also sends a strong message that the government views AI as one of the strategic pillars for Vietnam's development, innovation, and enhanced competitiveness in the digital age.
