With the popularization of digital assets, Vietnam is preparing to become an international financial center.

DNVN - On December 10th, the "Digital Asset Popularization" program was officially launched at the Ho Chi Minh City Innovation and Entrepreneurship Center (SiHub). The program focuses on the core theme of "Security & Compliance for Cryptographic Assets," attracting participation from leading experts in blockchain, finance, data security, and law.

Legal framework for the strategy to form IFC

The "Digital Asset Popularization" program is being implemented in the context of Vietnam entering a new era of the digital economy . A series of important legal documents in 2025, including the Resolution on the establishment of the International Finance Corporation (IFC) (222/2025/QH15), the Law on Digital Technology Industry (71/2025/QH15), the Law on Personal Data Protection (91/2025/QH15), and the Resolution on piloting the cryptocurrency market (05/2025/NQ-CP), have been approved by the National Assembly.

In this legal environment, the need to equip individuals with knowledge about security and legal compliance in the cryptocurrency market becomes urgent. This initiative was born with the core mission of " Education - Empowerment - Protection," supporting the community in safely transitioning to a regulated and transparent market.

The implementation of this program is strategically significant, not only helping to enhance the capacity of potential investors, businesses, and organizations, but also contributing to standardizing awareness, behavior, and safety standards for the entire digital asset market.

The program is considered a crucial preparatory step in building competency standards, safety and compliance standards, and a high-quality workforce for the digital finance market. It also lays the groundwork for human resources and a compliance culture for IFC's operations in Ho Chi Minh City. IFC is expected to become a driving force for digital finance, Fintech, and the cryptocurrency market in the region.

Four key objectives and two core pillars

The "Digital Asset Popularization" program is jointly organized by VBI Academy and the Ho Chi Minh City Institute for Development Studies (HIDS) (through the City's Center for Economic Application Consulting). The program aims at four key objectives, including:

Raising awareness : Providing comprehensive knowledge about the structure, risks, opportunities, and operating principles of digital assets, helping users understand security and compliance requirements.

User protection : Guidance on identifying and preventing scams and cyberattacks, while enhancing e-wallet security skills, private key management, and transaction security.

Compliance Assurance : Updating legal requirements according to KYC/AML standards and trading regulations on licensed exchanges, to help individuals and organizations minimize the risk of legal violations.

Building a sustainable ecosystem : Forming a responsible, transparent, and professional digital asset community, thereby promoting Vietnam's development into a leading regional destination for blockchain and digital finance.

This special program focuses on standardizing the capabilities of the local community through two core pillars:

Security : Includes protecting assets and personal data, multi-factor authentication, private key management, phishing/hacking prevention, and transaction risk identification.

Legal compliance : This includes understanding KYC/AML regulations, conducting transactions on licensed platforms, complying with the Personal Data Protection Act, and new legal standards in the cryptocurrency field.

The program aims to reach 1,000,000 learners nationwide by 2026.

The program also includes a series of activities such as the signing ceremony of a memorandum of understanding between VBI Academy and the City's Center for Applied Economic Consulting (CIT) under the Ho Chi Minh City Institute for Development Studies (HIDS); between GFI Research, MEXC International Exchange and VBI Academy; and between GFI Research and the Anti-Fraud and VBI Academy.

In addition, a 24/7 e-learning program on "Security & Compliance for Cryptographic Assets" will be implemented on the OpenEdu technology education platform, making it easily accessible to learners nationwide.

Two in-depth workshops (January 8, 2026 and February 5, 2026) will focus on analyzing the legal framework and development strategy for digital assets within the IFC's framework, as well as providing solutions to enhance awareness of security and compliance in the era of digital transformation.

The program brings together a team of leading experts in the fields of finance, data security, and digital asset law, including those directly involved in developing IFC Vietnam's policies and ecosystem, such as Assoc. Prof. Dr. Nguyen Huu Huan, Ms. Nguyen Truc Van, Expert Pham Huong, and Lawyer Dao Tien Phong.

Through the standardization of security and compliance capabilities, the program aims to create a solid foundation for Vietnam to accelerate its national digital transformation, develop digital financial services, and assert its competitive position in the blockchain and cryptocurrency sector. The ultimate goal is to position Vietnam as a safe, transparent, and responsible cryptocurrency hub in the region.

HIDS is tasked with researching and advising on the development of the Ho Chi Minh City International Finance Center, while also acting as a bridge between management agencies, academia, and businesses, contributing to promoting sustainable growth and enhancing Ho Chi Minh City's position as a regional financial and technology hub.
