Thanh Ha village chief Le Van Tien said that due to the impact of forest floods from Phu Tho province, the water level of Thanh Ha river rose rapidly, causing seepage, leakage, and broken culverts in the dike section. The risk of the dike protecting more than 200 households breaking is very high.
"Immediately after discovering the incident, My Duc commune mobilized hundreds of local people with means and materials to fix it. The working group of the Department of Agriculture and Environment directly provided technical guidance, together with the Civil Defense Command of My Duc commune to implement the "4 on-site" motto. Thanks to the joint efforts, the incident was basically controlled, limiting the flow of smuggling, maintaining initial safety for the residential area...", said Mr. Le Van Tien.

Speaking to reporters of the Hanoi Moi Newspaper, Head of the Economic Department of My Duc Commune, Tran Minh Cuong, said that the Thanh Ha embankment is 3.5km long, with a low and weak earth embankment structure, and has been flooded and broken many times during the rainy and stormy season. In particular, in 2010, 2017, 2018 and 2024, Thanh Ha village was deeply flooded and isolated for many days. “The embankment section from Thanh Ha bridge to the end of the route, about 1.1km long, originally had a stone embankment and a concrete road surface, but the road level was low. Every year, seepage and overflow occur, causing serious flooding for residential areas and agricultural and aquatic areas. This problem has existed for a long time, causing many difficulties for people's lives," Mr. Tran Minh Cuong added.
According to a report by the People's Committee of My Duc Commune, in 2024, the entire Thanh Ha village was flooded by the river, isolating it for many days; people suffered heavy losses in production and difficulties in daily life. This reality shows that the current dike system no longer meets the requirements for protecting residents and needs to be invested in and upgraded soon.
Faced with increasingly extreme weather and natural disasters, the People's Committee of My Duc commune proposed that Hanoi city and relevant departments and branches soon invest in renovating and upgrading the Thanh Ha dike system combined with traffic routes, considering this an urgent project to ensure safety for more than 200 households, schools and dozens of hectares of agricultural land.
“Thanh Ha residents have had to live in constant fear for many years when the flood season comes. The locality hopes that the city will pay attention to urgent investment to ensure the safety of people’s lives and property, while creating conditions for sustainable socio-economic development,” proposed Nguyen Quang Duong, Chairman of the People’s Committee of My Duc Commune.
The incident on the night of August 29 in Thanh Ha showed the spirit of unity and solidarity of the people in responding to natural disasters. The sandbags passed around in the wind and rain not only blocked the floodwaters, but also demonstrated the resilience of the riverside community.
However, to end the vicious cycle of “flood escape” and respond to forest floods every rainy and stormy season, it is necessary to have a fundamental and sustainable infrastructure solution from the city level. This is not only the desire of Thanh Ha people, My Duc commune, but also an urgent requirement to ensure people’s safety in the context of increasingly extreme weather and natural disasters.
