Ly Thi Da's family in Tu San village used to be a poor household for many years. Previously, due to lack of capital and production knowledge, her family's life was full of difficulties. In 2017, her family borrowed 50 million VND from the Transaction Office of the Social Policy Bank of Mu Cang Chai district. After attending a short-term training course on animal husbandry and afforestation, she boldly invested in raising buffaloes for breeding.

Thanks to her diligence and willingness to learn, by early 2023, Ms. Da had paid off the old loan and continued to borrow 80 million VND to expand her livestock farming. Currently, her family has 6 buffaloes, which she plans to sell at the end of this year to invest in afforestation and develop more poultry.
Ms. Da shared: “With capital and technical guidance, my family has more motivation to develop the economy , life is now very different from before. My family has applied to be removed from the poor household to give other households the opportunity to strive to rise up.”
Also from policy credit capital, Mr. Tran Van Sang's family in Co Thai village has changed their life. In 2018, through the Commune Farmers' Association, he was able to borrow 100 million VND from the capital source to support production and business in extremely difficult areas. He opened a grocery store, did stable business, and created additional jobs for his relatives.


Mr. Sang said: “The preferential capital is a lever that helps me escape poverty. I hope many other households in the commune can also access this capital to rise up, get rich, and contribute to the development of their homeland.”
Identifying poverty reduction as a key task, by 2025, Nam Co commune strives to reduce the poverty rate to 46.82%, equivalent to a reduction of 8.51%, with 134 households, while reducing the rate of near-poor households to 0.34%.
To achieve this goal, the Nam Co Commune Party Committee has concretized it into a clear and realistic action plan. The commune government has actively mobilized and effectively integrated resources from the National Target Program on Sustainable Poverty Reduction such as support for house building, provision of trees and seeds, guidance on production techniques, investment in socio-economic infrastructure, vocational training and livelihood creation for people...

The Commune Party Committee also assigned each comrade in the Standing Committee and the Party Executive Committee to be in charge of villages and hamlets; closely coordinated with the provincial agencies and units assigned to help the commune, and at the same time correctly classified the poor and near-poor to promptly have appropriate support policies, avoiding dispersion and duplication.
The Commune People's Committee directed the specialized department to coordinate with the regional Social Policy Bank to create conditions for poor and near-poor households to access preferential loans. In 2025, the commune surveyed and identified 297 households eligible for loans with a total amount of 21.2 billion VND. To date, the whole commune has 1,115 poor and near-poor households borrowing loans, with a total outstanding debt of more than 68 billion VND, an increase of more than 16 billion VND compared to 2024.

In addition, each year, Nam Co commune coordinates to organize 2-3 short-term vocational training courses for rural workers, each class attracts 30-35 students. Thereby, many poor and near-poor households are equipped with knowledge and skills to develop their household economy. Thanks to the concerted efforts, up to now, the commune has reduced 113/134 poor households, reaching more than 84% of the yearly plan.

Mr. Sung Thanh Cong - Chairman of Nam Co Commune People's Committee said: "The commune has 11 villages, 93% of which are Mong ethnic people, the population is scattered, and transportation is still difficult. Therefore, to effectively reduce poverty, we assign specialized staff to directly guide people in the form of hand-holding, from how to plant forests, raise livestock, build barns... At the same time, we assign poverty reduction targets to each village, periodically summarize, draw experiences and replicate effective models".
Examples of efforts to escape poverty such as Ms. Ly Thi Da, Mr. Tran Van Sang… are becoming clear evidence of change in the difficult land. From policy capital, short-term vocational training classes, green forests and healthy livestock and poultry, all are contributing to changing the face of Nam Co countryside day by day.

In the coming time, Nam Co commune will continue to promote propaganda work, raise people's awareness of self-reliance and self-improvement, and at the same time make the most of State support resources and programs and projects to allocate them to the right subjects. The goal is to help poor and near-poor households have more motivation, livelihoods and confidence to escape poverty sustainably, contributing to building an increasingly prosperous homeland.
