On the afternoon of May 13th, the 2024 Conference of Industry and Trade Sectors of 6 North Central Provinces was held in Quang Binh province. Attending the conference were Ms. Do Thi Minh Tram – Deputy Director of the Department of Local Industry and Trade, Ministry of Industry and Trade; along with leaders from Quang Binh province and the Departments of Industry and Trade of the 6 North Central provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue.
Industry and trade are recovering and growing.
In 2023 and the first months of 2024, the activities of the Ministry of Industry and Trade took place against the backdrop of rapidly changing, complex, and unpredictable developments in the global and regional political and economic situation; the global economy recovered much slower than predicted.
In light of this situation, the Industry and Trade sector in general, and the Departments of Industry and Trade of the six North Central provinces in particular, have strived to achieve the highest possible levels of planned targets in the industrial and commercial sectors.
The Departments of Industry and Trade have closely followed the contents set forth in the Government's Resolution, the Provincial Party Committee's Conclusion, the Provincial People's Council's Resolution, and the Provincial People's Committee's Action Program and Plan on socio -economic development; focusing on removing difficulties, boosting production and business activities, and promoting investment support; along with the efforts of the business community to overcome difficulties. Industrial production and commercial business activities in 2023 and the first three months of 2024 continued to recover and grow.
In 2023, the Industrial Production Index (IIP) of Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa provinces all showed an increase compared to the same period of the previous year. In the first three months of 2024, the industrial production index of Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa provinces was 1.2% - 1.56% - 6.6% - 4.67% - 8.07% - 20.01% respectively (the national IIP for the first three months increased by 5.7% compared to the same period of the previous year).
The region's main industrial products include: electricity production; oil refining; various types of construction stone; cement; ready-mixed concrete; plywood; sawn or sawn timber; titanium ore; processed milk; various types of beer; garment manufacturing; processed seafood; printed products; vegetable oil, tobacco; starch; mineral water...
In 2023, the total retail sales of goods and services in the provinces of Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa all maintained a relatively high growth rate compared to the previous year; specifically: 14.6% - 15.1% - 10% - 13.03% - 23.31% - 14.1%; and in the first three months of 2024, the figures were: 1% - 9.59% - 10.05% - 21.47% - 40% - 11.27% (the whole country saw an 8.2% increase in the first three months of 2024 compared to the same period of the previous year). The total export value of the region in 2023 reached US$11,530.04 million, accounting for more than 3% of the country's total export value (US$354,500 million).
With the recovery of the global market and an increase in export orders, import and export activities in the first quarter of 2024 across the country in general, and in the six provinces in the region in particular, have shown signs of improvement and achieved positive results.

Strengthening the exchange of experiences and regional linkages.
At the conference, delegates discussed and affirmed that, alongside the achievements, the industrial and commercial production activities of the North Central provinces still have some shortcomings and limitations. Although the development indicators of the Industry and Trade sector have shown growth, they are still not high enough, and some targets have not been met as planned. There are not many products with high added value; many businesses and production facilities have not significantly improved the quality and design of their products to penetrate new markets, thus failing to expand into new export markets.
Forecasts indicate that achieving industrial and trade development targets in the remaining nine months of 2024 will continue to face many difficulties.
In light of this situation, in her directive speech at the conference, Ms. Do Thi Minh Tram – Deputy Director of the Department of Local Industry and Trade, Ministry of Industry and Trade, requested that the provincial departments of industry and trade be determined to overcome difficulties and strive to complete their tasks in 2024.
To achieve the set targets, provincial Departments of Industry and Trade need to propose specific, flexible solutions tailored to the actual situation of each province, strengthen the exchange of experience in regional linkages in industrial production, and connect supply and demand in commercial business. They should closely follow the directives of the Ministry of Industry and Trade in Decision No. 155/QD-BCT dated January 23, 2024, on the issuance of the action program of the Industry and Trade sector to implement Resolution No. 01/NQ-CP dated January 5, 2024, of the Government on the main tasks and solutions for implementing the socio-economic development plan, the state budget estimate, and improving the business environment and enhancing national competitiveness in 2024, and the directives of the People's Committees of the provinces on implementing socio-economic tasks in 2024.
Simultaneously, strengthen activities to support the connection between supply and demand for goods; effectively utilize free trade agreements (FTAs), support businesses in taking advantage of preferential commitments and the province's foreign relations achievements to expand and diversify markets and supply chains, and boost exports. Increase the proportion of exports of high value-added goods and deeply processed products, gradually reduce the proportion of exports of raw and semi-processed products; develop more export items. Effectively implement environmental protection and improve labor productivity across the entire sector; implement newly issued sector development plans.
The Director of the Department of Local Industry and Trade also requested localities to effectively implement the Strategy for the Development of Domestic Trade for the period up to 2030, with a vision to 2045, and other programs and projects on the development of domestic trade.
The conference also reviewed the results of the 2023 emulation agreement signed between the North Central provinces in Thua Thien Hue province; and granted Quang Tri province the right to host the Conference on Industry and Trade and Emulation Work of the 6 North Central provinces in 2025.
