Early deployment of new model
According to the Customs Department, immediately after the Government issued Decree 29/2025/ND-CP dated February 24, 2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance , on February 26, 2025, the Ministry of Finance issued Decision No. 382/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Customs Department under the Ministry of Finance.
Accordingly, the Customs Department consists of 12 units under the Department, 20 regional customs branches (reducing 485/902 focal points, equivalent to 53.77%); organized and operated at 3 levels: Customs Department, regional customs branches, border gate/outside border gate customs.
Pursuant to the Transitional Provisions in Article 4 of Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government and Article 5 of Decision No. 382/QD-BTC of the Ministry of Finance, within a maximum period of 3 months from the effective date of Decree 29/2025/ND-CP and Decision 382/QD-BTC, the Customs Department will operate under the new model.
However, with a spirit of determination and seriousness, within just 15 days from the effective date of Decree 29/2025/ND-CP and Decision 382/QD-BTC (March 1, 2025), on March 15, 2025, the Customs Department officially deployed the new organizational model throughout the Customs system and reconfigured the information technology system according to the new customs organization model.
To ensure the stable implementation of the functions and tasks of the Customs sector under the new model, limit arising problems, and ensure smooth customs clearance of goods, recently, the Customs Department has issued a number of documents directing and guiding its affiliated and subordinate units to implement.
Reduce time and cost of administrative procedures
Specifically, to prepare for the deployment of the IT system on March 15, 2025, the Customs Department has notified the business community about the temporary suspension of receiving declaration information on the system from 11:00 p.m. on March 14, 2025 to 5:00 a.m. on March 15, 2025; Notifying the Customs code corresponding to the new name; Notifying changes in email addresses according to the new organizational structure.
The Customs Department directs Customs units to arrange officers and civil servants to be on duty and coordinate with the IT Department in the system conversion process from 11:00 p.m. on March 14, 2025 to the end of March 16, 2025; arrange all officers and civil servants in the unit to work normally on Saturday and Sunday (March 15-16, 2025).
At the same time, arrange officers and civil servants to support, guide and answer difficulties and problems of customs officers and civil servants and businesses related to the use of the system.
As a result, on the first day of operation under the new model (March 15, 2025), the entire Customs sector processed 20,300 declarations, with total import-export turnover reaching 1.05 billion USD.
According to the Customs Department, during the process of deploying the IT system according to the new customs organization model, the Department has ensured that the handling of customs procedures for exported and imported goods, means of transport for entry, exit and transit is smooth and uninterrupted, ensuring fast customs clearance of goods when deploying the IT system according to the new customs organization model.
On the very first day, the Customs Department directed the border gate/outside border gate Customs to regularly review and assign civil servants to immediately process records on the system. Records must be processed within the day, not to let records expire according to the provisions of the Customs Law, and not to let records remain in the system without processing.
For units that merge or cease operations, the Customs Department directs to urgently review and complete customs procedures for remaining declarations that have not been cleared on the system.
On March 15, 2025, the Customs Department updated the name of the border gate/outside border gate Customs according to the new organization and has not yet received any comments on any problems arising during the implementation of customs procedures.
In addition, based on the direction of General Secretary To Lam and the direction of the Prime Minister (Directive No. 05/CT-TTg dated March 1, 2025, Official Dispatch No. 22/CD-TTg dated March 9, 2025), the Customs Department has actively directed units to focus on reforming administrative procedures, striving to achieve the target of reducing at least 30% of administrative procedure processing time, reducing at least 30% of administrative procedure implementation costs, abolishing at least 30% of unnecessary business conditions; implementing procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency.
